Summary
The Chief of the Economic and Policy Analysis Staff, serves as the primary source of advice to the Administrator and other APHIS senior leaders regarding economic and policy analyses. Also, serves as the APHIS liaison for economic analyses with various policy staffs of the Department and with the Office of Management and Budget. Also, serves as the primary source of expertise on cost-benefit analysis and other economic methodologies in support of policy development and planning.
Duties
- The duties may include, but are not limited to:
- Provides economic policy advice and serves as APHIS liaison to other economics units throughout USDA.
- Oversees APHIS economic analysis to support rulemakings and defend the analysis in Department and OMB reviews.
- Conducts APHIS economic and trade analyses, supports interagency efforts, adapts to shifting priorities and provides recommendations to leadership.
- Leads APHIS program benefit studies and works with units to develop performance measures supporting Government Performance Results Act (GPRA) and improving operations.
- Reviews analytical reports from staff, contractors and others in USDA.
- Supervises APHIS Economic and Policy Analyses Staff to ensure, among other requirements they use current data and sound analytical methods.
- Other duties as assigned.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. or Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE: Applicants must meet the following specialized experience and/or education requirements listed below: FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Planning and conducting Regulatory Impact Analyses and Regulatory Flexibility Analyses to ensure that the analyses meet standards as mandated by Executive Orders and associated Circulars for such economic analyses Presenting and defending prepared analysis prepared by self or colleagues. Adjusting to meet aggressive deadlines or changing priorities. Identifying and utilizing advanced economic analysis tools. Reviewing work prepared by others in USDA. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
