SAFETY AND OCCUPATIONAL HEALTH SPECIALIST

Duties

• You will serve as the technical expert in specialized areas related to environmental, occupational safety, and health issues.
• You will provide guidance to personnel on environmental, occupational safety, and health policies and procedures in the effective implementation of environmental, safety, and health oversight functions.
• You will research and implement the latest changes/developments in environmental, safety, and health laws and regulations.
• You will manage specialized occupational, safety, and health programs including Confined Space, Respiratory Protection, Fall Protection, Ergonomics, Fire Warden, Traffic Safety, Medical Surveillance, Energy Control, and Recreational Off-Duty Safety.
• You will certify as a Navy Competent Person to support the Gas Free Program.
• You will conduct risk assessments of tasks assigned and use the principles of Operational Risk Management in determining and evaluating hazards.
• You will manage the hazard abatement program including identifying hazards, coordinating abatement, assigning Risk Assessment Codes (RACs), and documenting and communicating identified hazards.
• You will ensure compliance with the Occupational Safety and Health Administration (OSHA) Act.
• You will provide recommendations to management regarding substantive program changes or alternative courses of action to resolve occupational health and safety problems.
• You will identify undesirable safety and health trends and recommend corrective action.
• You will manage the safety database, input new employees and assign required training, medical surveillance appointments, and inspections.
• You will develop and conduct occupational safety and health training.
• You will participate in meetings with federal, state, and local regulatory agencies and the command regarding safety and health concerns.
• You will conduct annual reviews of assigned Environment, Safety, and Health (ESH) programs including the review of standard operating procedures and instructions.
• You will manage and coordinate the medical surveillance program including scheduling medical appointments and maintaining records.
• You will conduct and document ESH inspections, investigate unsafe/unhealthful reports and ensure proper notification, documentation, and abatement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, implementing, and managing occupational safety and health programs to ensure compliance with federal, state, and local regulations; AND 2) Conducting workplace inspections, hazard assessments, and risk analyses to identify and mitigate safety and health risks; AND 3) Providing technical guidance and training to personnel on safety and health policies, procedures, and best practices; AND 4) Investigating workplace incidents, accidents, and near-misses to determine root causes and recommend corrective actions; AND 5) Preparing reports, maintaining records, and ensuring compliance with safety and health documentation requirements; AND 6) Collaborating with leadership, contractors, and other stakeholders to promote a culture of safety and ensure program effectiveness.
