About the Position: This is a vacancy for either a Lock and Dam Repairer Helper WG-5318-05 target 08 or a Lock and Dam Repairer, WG-5318-08 target 10, in the Maintenance Section located in Peoria, IL. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties

• Perform general maintenance and repair tasks on lock and dam equipment machinery and structures located at lock and dam sites along the Illinois Waterway.
• Perform more complex phases of maintenance and repair work such as, welding, burning, pipe fitting, concrete removal and placement, industrial painting and sandblasting, crane rigging, deckhand duties etc.
• Reconstruct lock gates, dam gates, filling/emptying valves and other related mechanical components by use of welding machines, oxy/acetylene torches, pneumatic tools etc.
• Rig materials safely for lifting by cranes, hoists or other handling equipment.
• Follow written and oral instructions in accordance with safety procedures and regulations.
• Removal and replacement of concrete components and structures.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Repairer Helper~ without more than normal supervision. WG-05: In order to meet the screen out element, applicants should document experience and/or show the ability to; perform simple repair duties or have had training in at least one of the skills necessary in Lock and Dam Repairing such as welding, oxy/acetylene torching, concrete removal and placement, industrial sandblasting and painting, crane rigging, or mooring line handling. - Failure to meet this Screen Out Element will result in an ineligible rating. WG-08: In order to meet the screen out element, applicants should document experience and/or show the ability to; perform a limited number of skills necessary in Lock and Dam Repairing such as welding, oxy/acetylene torching, concrete removal and placement, industrial sandblasting and painting, crane rigging, and mooring line handling. Work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.- Failure to meet this Screen out Element will result in an ineligible rating. WG-10: In order to meet the screen out element, applicants should document experience and/or show the ability to; possess most of the skills necessary in Lock and Dam Repairing such as welding, oxy/acetylene torching, concrete removal and placement, industrial sandblasting and painting, crane rigging, and mooring line handling. Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element) Ability to Interpret Instructions, Specification, etc. (includes blueprint reading) Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation, Repair, etc. Knowledge of Materials Technical Practices (theoretical, precise, artistic) Trouble Shooting Physical Effort: Work requires continual physical effort in the handling of equipment and tools, while working from scaffolds, standing, stooping, bending, climbing, working overhead, etc. Uses coordination of eyes, hands, and feet and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes. Lifts and carries items weighing up to 50 pounds. On occasion, may be required to lift and carry items or materials weighing in excess of 50 pounds. Working Conditions: Work is performed inside and outside during the day, and at night as required, on high structures over water that is frequently turbulent, in the proximity of moving machinery and high tension electrical wires, and on scaffolds or slings. Occasionally, works behind bulkheads or in tunnels below water level. Employee is subject to falls, drowning, electrical shocks, injury and discomfort, burns, exposure to moving equipment, machinery, loud noises, inclement weather, and dangerous icy conditions.
