The primary purpose of this position is to provide a variety of specialized technical and investigative work to support both the Commanders Inspection Program (CCIP), Exercise Program and the Complaints Resolution Program (CRP) to include the Inspection/Exercise Program, Complaints, Review, Oversight functions, and Fraud Waste and Abuse (FWA) allegations within the Wing/Center Inspector General office.
Duties
- 1. Plans, organizes, and executes a wide range of complex activities for the center Commander's Inspection Program (CCIP), and the Exercise and Evaluation Program. 2. Develops and integrates Center inspection planning activities. 3. Manages the integration of multi-disciplinary resources necessary to support center-wide tasks and projects. 4. Represents the IG with a variety of center, functional area, and federal organizations. 5. Performs thorough analysis of unit capabilities versus inspection requirements to determine the most efficient exercise and inspection scenarios which minimize costs and maximize unit readiness.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of complex inspection principles, concepts, and practices to recognize and resolve discrepancies; and modify established approaches, methods, or procedures to improve data gathering and analysis techniques. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources for the center, and of the mission, capabilities, organizations and operations of the Inspector General. Knowledge of a wide range of analytical and evaluative methods and techniques to assess the efficiency and effectiveness of operations and the improvement of critical center-level plans and programs. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. Skill in designing and conducting comprehensive or intensive programs, and developing solutions to portions of broad, important, and critical center operational and contingency areas. Ability to plan, organize, and develop projects; make recommendations on substantive operating programs; develop new methods or procedures, and negotiate effectively with others to accept and implement recommendations where the proposals involve substantial resources. Ability to adapt precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet mission requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, and other issues related to the inspection process, to include DoD and AF administrative and inspection policies, procedures, techniques, and practices, as well as public information release and denial determinations (Freedom Of Information Act, Official Use Request, Privacy Act, etc.). 2. Knowledge of Air Force, MAJCOM, and center program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various center entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and development of multifaceted plans and programs for conducting operations, and to adapt precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet mission requirements. 4. Skill in analyzing, planning, and adjusting work operations to meet program requirements and objectives within available resources; and in analyzing reports to identify relevant issues, identify potential trends, and draw sound conclusions in order to make appropriate recommendations. 5. Ability to plan, organize, and negotiate effectively with senior specialists and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with center leadership, as well as with local community, state, and/or Government agencies necessary to implement effective exercise and contingency response actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
