Summary

You will serve as a SUPERVISORY TRAINING SPECIALIST in the SURFACE COMBAT SYSTEMS TRAINING COMMAND (SCSTC) of SURFCOMSYSTRNCMD HAMPTON ROADS.

Duties

  • You will direct the execution and quality of surface warfare and combat systems training programs across schoolhouses and fleet learning sites.
  • You will lead instructional innovation by integrating advanced training technologies, such as interactive courseware, virtual environments, simulations, and embedded shipboard training systems.
  • You will oversee curriculum lifecycle management, course audits, and accreditation standards (e.g., ACE, COE) to ensure fleet readiness.
  • You will develop strategic training plans, resource justifications (POM issue papers), and command training policies.
  • You will assign workload, set priorities, manage operational schedules, and establish performance standards.
  • You will conduct hiring, selections, staff development, and employee relations actions.
  • You will serve as Technical Subject Matter Expert (SME) for contracted instructor and curriculum development services.
  • You will draft Statements of Work (SOWs), participate on source selection evaluation boards, and monitor contractor deliverables and milestones.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying instructional system design (ISD) principles and learning theories to develop or revise training courses and materials; 2) Conducting analyses of training needs and evaluating the effectiveness of existing training programs; 3) Developing and reviewing training documents such as course outlines, lesson plans, and testing materials; 4) Utilizing instructional technology and authoring tools to create and deliver training content; and 5) Leading project teams, mentoring junior training specialists or subject matter experts, and guiding cross-functional working groups in the development and implementation of complex training initiatives.
