Summary

The Space Management Specialist leads the strategic planning, design oversight, and financial stewardship of critical FBI facilities and construction initiatives. In this role, you shape the physical environment that enables the Bureau's mission-driving complex space projects from concept to completion, coordinating with diverse stakeholders, and ensuring every workspace supports operational readiness, efficiency, and innovation.

Duties

  • GS-11: Serves as a real property space and facility management specialist responsible for overseeing and coordinating space management projects with varying levels of complexity and/or involve construction, renovation, space expansion, realignment, or relocation of real property assets within an AOR. Provides adequate housing for FBI personnel space needs including office, warehouse, storage, computer facilities, garage, photographic facilities, and other types of specialized facilities. Ensures adequate funding is available for the acquisition and renovation of space. Develops space allocation standards for Field Offices, Resident Agencies and offsites; monitors and ensures facility lease documents containing services and requirements are being met. Liaises with top FBI HQ officials and General Services Administration (GSA) representatives both at the Headquarters level and the Regional Office level and on occasion with other Government agencies and private concerns. GS-12: (In addition to the above) Serves as an expert real property space and facility management specialist responsible for overseeing and coordinating space management projects with high levels of complexity within an AOR. Reviews furniture layout drawings and final Bill of Materials, and monitors delivery and installation of commercial office furniture. Prepares detailed requests concerning proposed projects for submission to GSA, ensuring all necessary justification material is included and adheres to applicable Federal rules and regulations governing space acquisition processes. Develops highly specialized requirements packages for projects which incorporate space, security, utility, emergency power, automotive, garage facility, and other types of special purpose space peculiar to the needs of the requesting office. GS-13: (In addition to the above) Serves as subject matter expert on all aspects of real property facility space relocation and renovation projects. Relocations and renovations to include (but not limited to) matters relative to furniture acquisition and transfer, telecommunications equipment, computers, and associated systems as well as other technical equipment, and moving companies to be utilized. Independently resolves all issues/problems encountered during such a project. Provides guidance, direction, and/or oversight of lower-level specialists regarding proposed relocation sites; performs personal reviews of proposed relocation sites. Reviews and approves all correspondence relating to the relocation before release. Conducts extensive on-site surveys of proposed relocation properties to determine actual space requirements; research available funding; determines personnel needs and the impact of other program areas on proposed projects; and provides input to supervisor and/or higher-level management concerning conclusions reached from survey results. Provides guidance and direction to Headquarters Divisions and Field Office personnel concerning lease management; ensures proper procedures are being followed with regard to such items as oversight of lease contracts, utility bill verification, assignment and utilization of space, property maintenance of reports concerning periodic building inspections, and the like.

Qualifications

Specialized Experience (SE) GS-11: Applicant must possess at least one (1) year of SE equivalent to the GS-9 grade level. SE is defined as follows: Experience reading and interpreting design and construction documents. Experience with construction/facility project management pertaining to the design, construction, build out, cost, schedule, and risk analysis for commercial real property facilities. Experience researching, reviewing, and making recommendations on highly complex and difficult real property/office type management matters, to include recommendations affecting both monetary considerations and project schedule and direction. Experience coordinating and directing service programs (IT, furniture, cabling, data, security) concerning the acquisition, construction, renovation, repair, or improvement of office spaces, as well as office relocations. Experience making immediate decisions affecting both monetary considerations and project schedule and direction. GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE, in addition to the above, is defined as follows: Experience conducting detailed surveys and analyzing the results to determine the feasibility of proceeding with the project. Experience evaluating costs and scope of work proposals, with statistical practices, submitted by lessors or construction contractors to ensure estimates are reasonable and scope appropriate. Experience initiating, developing, planning, and participating in training seminars. GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE, in addition to the above, is defined as follows: Experience developing and/or participating in producing and reviewing functional floor plans incorporating highly specialized space, security, utility, and other requirements and/or serving as an advisor to architectural/engineering firms for the preparation of such plans. Experience making authoritative decisions which materially affect project costs concerning distribution of space, incorporation of special needs, such as security and fire/safety considerations. Experience attending internal and external meetings with executive management from GSA, architects, engineers, contractors, and/or lessor representatives to discuss construction progress and providing recommendations and alternative solutions to problem situations.
