The primary purpose of this position is to provide full performance level welding, locksmithing, and carpentry work. Performs welding work in the manufacture, repair, modification, and assembly of various types of metal and alloy parts, equipment, systems, and structures; locksmithing work for the repair, overhaul, modify, test, and install locking devices.

Duties

• -Plans and lays out welding assignments from blueprints, sketches, drawings, specifications, and workorders. -Performs duties in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations. -Performs routine maintenance, repair, and inspection of various types of mechanical or electronicl ocks such as mortise, cylinder, deadbolt, GSA safes and vaults, office equipment, padlocks, and emergency exit devices. -Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures. -Uses and maintains tools.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 - General Maintenance and Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of welding principles, processes, and techniques and how various metals and metal alloys react to welding processes and skill in formulating plans, patterns, and templates involving straight and curved edges or irregular curves, angles and planes; in layout and pattern development in fabricating complex items from a variety of materials such as galvanized or stainless steel, black iron, aluminum, and alloys; in using and maintaining a variety of metal and welding tools, equipment, and measuring instruments. 2. Knowledge of carpentry methods and techniques and precision carpentry equipment and skill in using, setting-up, operating, and maintaining a variety of woodworking power and hand tools/equipment; constructing, installing, repairing, and modifying wood structures; and in interpreting complex instructions, sketches, blueprints, and building codes. 3. Knowledge of the internal structure and operating characteristics to repair and maintain a variety of standard mechanical and combination-type locking devices; and skill in keying and rekeying locks; and installing locking devices. 4. Knowledge of safety and environmental standards, regulations and requirements. 5. Knowledge of advanced shop mathematics to plan, compute, and lay out more complex and exact projects; and of regulations, procedures, and policies related to records maintenance and documentation. 6. Skill in reading and interpreting blueprints, diagrams, sketches, and technical specifications and ability to produce finished products with precise fits, accurate dimensions, and acceptable performance. Physical Effort: Work encompasses strenuous physical exertion which includes; climbing up and down ladders and scaffolds; working in cramped and awkward positions while installing items; and reaching, lifting and bending while using hand and powered tools in uncomfortable positions for extended periods. Weight lifted seldom exceeds 50 pounds. Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. The work requires considerable bending, kneeling and stooping. On-site work typically requires crawling, climbing on ladders, scaffolds, and roof tops. Strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood and other construction materials. May lift and move materials up to 40 pounds, unassisted, and occasionally life or move heavier items with the assistance of lifting devices or other workers. Working Conditions: Works both inside and outside and is subject to a moderate amount of noise and vibrations from the shop machines. When working outside is subject to a variety of weather conditions. Subject to cuts, bruises, falls and burns. Is exposed to fumes, heat, flying sparks, the glare of torches, ultraviolet radiation, and heated materials. Shop areas normally have adequate lighting and ventilation. Required to wear safety glasses when performing eye hazardous operations. Works in shops and at job sites. In shops, is exposed to moderate high noise levels from operatingmachinery, sawdust in the air, glue fumes, and hazards associated with woodworking and relatedpower equipment.At job sites, may be exposed to weather conditions and hazards of working on and around scaffoldsand ladders andsubject to cuts, bruises, and contusions. May work in confined areas such as crawl spaces and atticswhich may bedusty and dirty. Uses protective devices such as ear plugs, safety glasses, respirators, and gloves. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
