Regional Government Liaison Officer

Summary

This position is located in Office of the Chief Nuclear Reactor Inspector. The supervisor is Julio Lara, RII Regional Administrator. This position is subject to Confidential Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements.

Duties

• The successful candidate will serve as CNRI, RII principal liaison between the NRC and State governments, local governments and regional Federal agencies, on matters of mutual interest in the regulation of nuclear materials, and facilities to protect public health and safety. Duties include but are not limited to: Maintains continual contact with states, through the Governor-appointed State Liaison Officer and other state officials, as well as appropriate local governments to provide information on NRC programs, answer questions, provide NRC documents of interest, resolve conflicts, and develop support for, and participation in NRC activities. Provides regular updates to interested Federal agency officials on the status of NRC and other regulatory related activities. Coordinates regulatory activities with the regional staff of other Federal agencies. Represents the NRC, or coordinates the representation of the NRC, at certain state, local, and regional meetings with high level state officials, including legislative hearings and meetings of various intergovernmental and quasi-governmental councils and commissions operating at the state or at the regional level.

Qualifications

In order to qualify for this position, you must have the basic education requirements listed below plus at least one year of specialized experience at the GG-13 level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as experience that demonstrates knowledge of NRC programs, policies and authorities and a working knowledge of and familiarity with organizational structures, operating procedures and staff throughout the agency related to regulatory activities. In addition, candidates must have a thorough knowledge of and expertise in the principles, practices and theories involved in the design, functions and safety considerations relating to nuclear facilities; safe and effective use of radiological materials and radiological emergency response planning. The ideal candidate will be able to demonstrate the following: Demonstrated knowledge of principles and practices involved in the design, functions, and safety considerations related to nuclear and fuel facilities, safe and effective use of nuclear and fuel materials, and nuclear and fuel emergency response planning. Demonstrated knowledge of Federal and NRC legislation, policies and programs on state involvement in nuclear and fuel facility regulations to facilitate inspection accompaniments responsive and address state and local government requirements and needs. Demonstrated ability to communicate effectively, both orally and in writing with all NRC staff, media officials, federal, state and local officials, licensee management to logically develop and present facts and recommendations in support of prosed actions and building and maintaining intergovernmental relationships. Demonstrated knowledge of federal and state legislation, and agency regulations related to incident response and emergency preparedness capabilities to effective support NRC incident response functions including coordinating emergency preparedness and incident response program activities. Education

Basic education requirements for the 0801 series: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements. Basic education requirements for the 1301 series: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must include an unofficial or official copy of your college and/or university transcripts with your application. Transcript must include the School Name, Student Name, Degree and Date Awarded (if applicable). Education must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
