Summary

The Executive Director, Medical Center (EDMC) has full delegated line authority and responsibility for executive level management of a VA health care facility. Has overall responsibility for planning, organizing, directing, coordinating, controlling, reviewing, evaluating, and improving medical, administrative, and supporting operations of a medical facility which administers a variety of medical care and treatment for a large geographic area.

Duties

• THIS IS A MULTIDISCIPLINARY POSITION AND CAN BE FILLED WITH ONE OF THE FOLLOWING OCCUPATIONS: PHYSICIAN/DENTIST/PODIATRIST: VM-602/VM-680/VM-668 $145,000 - $310,000 NOTE: For Physician, Dentist, OR Podiatrist - Applicant's education and length of practice (experience) will be considered by a Compensation Panel in determining the salary of the applicant selected. This is a Pay Table 4 Tier 1 position. Exceptions to the salary cap must be approved. Permanent Change of Station is the relocation of a household due to government convenience in connection with a transfer between duty stations or facilities. For more information, go to http://vaww.fscdirect.fsc.va.gov/pcs.asp The EDMC's managerial duties and responsibilities involve final decisions which have a direct and substantial effect on the health care organization and programs. These include, but are not limited to, decisions affecting the nature, scope and quality of, and emphases in the facility's/system's patient care programs and activities. Determines program goals and objectives, and develops short-and long-range plans for achieving them, in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) consistent with the strategic planning process; Directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve delivery of patient care services; Establishes local policy in such areas as program emphases and operating guidelines; Administers a system for the development and communication of program policies and procedures in accordance with new or existing rules and regulations, and ensures adherence to them; and Administers a management reporting system which provides appropriate data for decision making in such areas as: organizational improvements; changes in delegations of authority; position management; and coordination among the center's programs and services. Organizes and controls program evaluation activities; Develops and coordinates a quality assurance program to ensure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups; Develops plans (with target completion dates) to ensure that action has been taken to correct deficiencies cited by accrediting bodies; Conducts a comprehensive and effective quality management program for the standpoint of quality or program/service management, and Ensures that patient complaints related to the communication of clinical aspects of their care are promptly addressed. Develops and maintains cooperative and harmonious relationships with groups, organizations and other health care providers in the local community, and at the state, VISN and national level as indicated: Fosters positive relations with the media; Ensures that issues raised by Veterans, their families and/or representatives are adequately addressed; Actively promotes productive relations with, and recognizes the contributions of, volunteer groups and other service organizations; Decides what commitments to make in the facility operations in view of public relations implications; Participates as appropriate in activities of health related associations, and of government managerial groups, e.g. Federal Executive Board; Promotes the development of VA/DOD sharing agreements as appropriate. Develops with the participation of administrative and clinical managers and chiefs, plans for fiscal year plans that meet the objectives of current and proposed programs; Develops a balanced financial plan designed to meet realistic needs of the facility and the network; makes important decisions substantially affecting economy of operations by limiting operating expenses without impairing patient care activities through management assessment, cost effective position management techniques, reorganization, methods improvements, and automation; Ensures that utilization of available resources is in line with plan or modified through recurring review, Allocates available resources to provide the best possible patient care in line with established priorities; Expects and obtains, as the accountable official, positive accomplishments in effective utilization of resources as relaxed to budget, manpower, equipment, contractual services, physical facility needs and FTEE control; Protects integrity of the budget, position management, classification and other processes to ensure compliance with existing statutes, and regulations; Takes timely corrective action where delegated responsibilities are not being properly applied or executed.

Qualifications

Basic Requirements: Physicians (series 602) must meet requirements as established in VA Handbook 5005/113, Part II, Appendix G2, and PHYSICIAN QUALIFICATION STANDARD, dated April 28, 2026. a. Citizenship. Be a Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S. S 474(a)). b. Proficiency in spoken and written English c. Education - Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated. d. Licensure and Registration. Physicians must possess a current, full and unrestricted license to practice medicine or surgery in a state, territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the state of licensure if this is a requirement for continuing active, current licensure. e. Residency Training. Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs must be required to be board certified for faculty status.) Approved residencies are: Those approved by the Accreditation Council for Graduate Medical Education (ACGME) leading to eligibility for board certification, OR Those approved by the American Osteopathic Association (AOA) leading to eligibility for board certification, OR One year of post-medical school training (internship, first year of residency, or transitional year residency) approved by ACGME or AOA followed by two years of post-training independent practice (performing under a full and unrestricted license) in the United States, OR Non-US residency training programs followed by a minimum of three years of independent practice in the United States (performing under a full and unrestricted license) performing duties related to the position they are applying for (United States fellowships would be creditable towards this requirement), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the Physician to an appropriate range of patient care experiences. Dentist (series 680) must meet requirements as established in VA Handbook 5005/93, Part II, Appendix G3, and DENTIST QUALIFICATION STANDARD, dated November 20, 2017. Dentist Basic Educational Requirement: Education. Degree of doctor of dental surgery or dental medicine resulting from a course of education in dentistry. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are: 1. United States and Canadian schools of dentistry listed by the Commission on Dental Accreditation(CODA), in the list published for the year in which the course of study was completed. 2. Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or the District of Columbia as qualifying for full and unrestricted licensure provided the licensure requirements include a written examination measuring science achievement and a performance examination measuring clinical competence. Residency or Comparable Experience. Completion of an approved residency program in general practice or specialty, or comparable experience as a dentist actively involved in treating medically compromised patients. d. Licensure and Registration(1) Dentist (Except Residents). Current, full, and unrestricted license to practice dentistry in a State, Territory, or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia. The dentist must maintain current registration in the State of Licensure if this is a requirement for continuing active, current licensure. Podiatrist Qualification Standard (series 668) must meet requirements as established in VA Handbook 5005/114, Part II, Appendix G4, and PODIATRIST QUALIFICATION STANDARD, dated April 1, 2020. Podiatrist Basic Educational Requirement: U.S. citizenship. Candidates must be a United States citizen. (Noncitizens may be appointed when it is not possible to recruit qualified citizens, in accordance with Chapter 3, section A, paragraph 3g). Education. Applicant must possess a doctor of podiatric medicine degree, or an equivalent degree resulting from a course of education in podiatric medicine and surgery. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. (1) Approved schools are United States schools of podiatric medicine and surgery, approved by the Council of Podiatric Medical Education of the American Podiatric Medical Association in the year in which the degree was granted. Licensure or Registration. Applicants must possess a current, full, and unrestricted license to practice medicine or surgery in a state, territory, or commonwealth of the United States, or in the District of Columbia. The podiatrist must maintain current registration in the state of licensure if this is a requirement for continuing active, current licensure. Residency Training. Podiatrist must have completed residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board-certified for faculty status. Approved residencies are: (1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or (2) Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training.
