Duties

  • Provides expertise to the Executive Director of the Financial and Business Operations/Comptroller Directorate and the Agency Director and Deputy Director (all are SES level positions).
  • Represents DCMA in senior-level meetings and other forums with the Office of the Secretary of Defense, Military Departments, Defense Agencies, civilian agencies, contractors, Industry Associations.
  • Assists the Executive Director in the areas of programming, budgeting, accounting, reimbursable program management, resource management, and strategic planning.
  • Directs the development of the DCMA President’s Budget and Program Objective Memorandum (POM) products to determine resource requirements over the mid and long-term to perform the DCMA mission.
  • Manages and oversees all planning processes in compliance with the CFO Act, FFMIA, and the Government Performance and Results Act of 1993 to advance DOW unmodified audit opinion.
  • Provides leadership to subordinates and technical guidance to executive/management level representatives from the Military Services, DCMA, and other Government Agencies.

Qualifications

To qualify for a Financial Manager (Deputy, Financial & Business Operations), your resume and supporting documentation must support: A. Basic Requirements: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "Accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester- hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND C. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing, coordinating, integrating, and executing financial management policies, programs, and processes that support an organizations goals, missions, and objectives. Assisting in the development and implementation of strategic and tactical financial goals and objectives to ensure the agency's economic viability in both the short and long terms. Directing the development of President Budget and Program Objective Memorandum (POM) products to determine resource requirements over the mid and long-term to perform an organizations mission. Assisting in the management of an organizations operations & maintenance, investment accounts, financial reporting and systems and audits. Supporting an organizations strategic planning processes with insights on resource implications and efficiencies, future workload, and customer priorities. Providing direction, maintaining ethical standards, and leading teams in executing complex contract management and operational responsibilities in a high-accountability Department of War (DoW) environment.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
