About the Position: This announcement is for a Program Analyst (Plans) and is located at the U.S. Army Test and Evaluation Command Headquarters in the G3/5 Safety Directorate with a duty location of Aberdeen Proving Ground, Maryland. (merit) Recruitment incentive, relocation incentive, and PCS may be authorized if it is determined to be in the best interests of the Government.

Duties

  • Coordinate and advise on operational and strategic planning issues to ensure programs and initiatives are fully aligned.
  • Prepare and publish OPORDs, WARNOs, FRAGOs, and OPLANs to implement leadership guidance and support mission execution.
  • Conduct mission analyses using established decision-making processes to evaluate courses of action and recommend improvements.
  • Research, coordinate, and deliver briefings to senior leaders and stakeholders to communicate strategic themes and priorities.
  • Serve on study teams, respond to quick-turn taskers, and represent the directorate in forums on strategic planning.

One year of specialized experience which includes:1) Performing analytical and evaluative work in support of organizational operations; and 2) Supporting the development and coordination of operational products such as plans, orders, and briefings; and 3) Conducting mission analysis to assess courses of action; and 4) Preparing draft materials for senior leaders; and 5) participating in staff coordination related to enterprise-level initiatives. This definition of specialized experience is typical of work performed at the next lower pay band/ grade level position in the federal service (NH-02/ GS-11). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
