Summary
This position is located in the Office of the Under Secretary for Management, Executive Office, Office of Workforce Operations (M/EX/WO), in the U.S. Department of State (DOS). The M/EX mission is to support M and M Family Bureaus while also executing government and enterprise-wide programs, projects, and policy initiatives in support of Administration and Department priorities.
Duties
- Serves as a principal advisor on Foreign Service bidding and assignments, including position management.
- Provides Management and Advisory Services to client bureaus by delivering authoritative guidance on the full spectrum of human capital programs.
- Serves as the primary point of contact for monitoring probationary periods and ensures supervisors receive timely reminders and guidance regarding required evaluations.
- Represents the Human Capital Division and serves as a liaison to internal and external stakeholders across the Department's human capital community.
- At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than GS-13.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. GS-12: Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying qualitative and quantitative methods to analyze data and interpret complex policies. Experience preparing ad hoc reports and making recommendations to assist senior leadership in making strategic decisions. Experience researching and analyzing HR issues to provide technical guidance to customers. There is no substitute of education for specialized experience for the GS-12 position. GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience consulting to senior level management offering solutions to improve organizational performance and workforce effectiveness. Experience applying federal HR management principles. Experience providing technical authority on position management programs, policies, and initiatives, ensuring alignment with organizational goals and Departmental objectives. There is no substitute of education for specialized experience for the GS-13 position.
