***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.*** You will serve as a SUPV REGIONAL COUNSELING ADVOCACY AND PREVENTION in the Fleet and Family Support Program (FFSP, N91) CNIC of COMMANDER, NAVAL REGION JAPAN.

Duties

• You will plan the work to be accomplished, sets and adjusts short-term priorities, and prepares work completion schedules.
• You will oversee and take appropriate action to ensure implementation of pertinent laws, instructions, policies, procedures, and standards at FFSP throughout the region.
• You will prepare reports, point papers, correspondence, and proposals regarding CAP matters.
• You will provide ongoing technical, clinical, and administrative guidance, consultation, and assistance regarding all aspects of CAP services to FFSP personnel and to other related personnel.
• You will Maintain ongoing coordination and collaboration with other regional Program Service Managers and FFSP personnel to address regional and Base Counseling and Advocacy service issues and community support issues.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level GS-13 or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience providing leadership, management, policy, program, and resource management expertise for the Counseling, Advocacy, and Prevention (CAP) programs, and providing execution to support the clinical services to the eligible installation population. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Basic Requirements for Advocacy Clinical Counselor (0101): Applicants must have possessed a degree in behavioral or social science or related disciplines appropriate to the position; OR possess a combination of education and experience that provided the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.OR possess four years of appropriate experience that demonstrated acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirements for Psychologist (0180): Applicants have must successfully completed all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.Have completed 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology. Basic Requirements for Social Worker (0185): Applicants must have successfully completed a degree in Social Work that fulfills all the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. Required License: A current state license or state certification that provides legal authority to provide clinical services as an independent practitioner and when the State or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination. This position is a TIER THREE clinical care provider. Applicants must meet all of the following qualifications as outlined in SECNAVINST 1754.7A: State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination. Possess at least a master's degree in one of following clinical fields: (a) Counseling from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree.(b) Social Work from an accredited school or an equivalent degree.(c) Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree.(d) Psychology from a doctoral program approved by the American Psychological Association(APA) or an equivalent degree.(e) An Allied Clinical field from a regionally accredited graduate program leading to a State license or State certification to practice independently in a clinical field.(f) A master's degree in psychology from a graduate program accredited by the Inter-organizational Board for Accreditation of Masters in Psychology Accreditation Counsel (MPAC) or an equivalent degree. Have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience, Have a minimum of two years post licensure that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in clinical setting. AND Have Two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting. Have two-years post-masters clinical experience in the assessment and treatment of child abuse/neglect and/or spouse abuse preferred. A copy of clinical license/certificate and official/unofficial transcript MUST be submitted with the resume. Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
