Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Leads complex military construction and renovation projects, ensuring quality, safety, and successful project delivery from start to finish.
Duties
- Perform the full range of field engineering, quality assurance, and safety monitoring functions for highly complex Military Construction projects, making independent decisions based on knowledge of construction practices and engineering principles.
- Review project plans and specifications prior to contract advertisement to determine practicability from a construction viewpoint, identify potential obstructions, and ensure materials are readily available.
- Observes investigate, and monitor all stages of construction to identify conflicts or problems, takes timely corrective action, and advises the Resident Engineer on whether materials and methods meet specification requirements.
- Mentor, train, and monitor the performance of junior Construction Representatives, advises on the organization of work, and conducts formal training classes.
- Compile data and prepare a variety of correspondence and reports for different stakeholders, including status updates, letters to contractors regarding safety or specification disputes, and technical data for higher headquarters.
- Ensure strict adherence to contract safety provisions, holding delegated responsibility for detecting and correcting unsafe conditions on the worksite.
- Coordinate with project managers, engineers, contractors, and agency officials on construction planning, scheduling, and progress, and serves as a point of contact to keep interested parties informed.
Qualifications

Specialized Experience: GS12: One year of specialized experience is defined as meeting three of the following: 1) Conducting inspections of construction projects to ensure compliance with construction specifications; 2) Leading safety meetings and 3) Coordinating with Contractors on project plans/specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). *Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.*
