Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST, Position Description Number T58107P01 and is part of the KS 184 Wing, Topeka, KS, Kansas National Guard.
Duties
- As a BUDGET ANALYST, GS 0560-11, you will perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Analyze and interpret NGB budgetary guidance to provide appropriate local budget policy and procedures. Develop budget formulation assumptions, formats organizational requirements for budget submissions. Request, review, analyze, edit, and consolidate budget submissions before forwarding to NGB. Develop appropriate narrative justification statements and presentation materials for budget submissions, un-funded requirements and programmatic changes. Develop detailed programming and justification and documentation for estimates included in the overall ANG Financial Plan, DoD Program Objective Memorandums (POM), and DoD Future Year Defense Programs (FYDP). Make formal presentation of the proposed submission to the Financial Manager (FM), commanders, center managers, and resource advisors. Coordinates with NGB to appropriately defend estimates, answer specific questions, and provide clarification. Other duties as assigned. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK" Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.
Qualifications
GENERAL EXPERIENCE: Must have experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: Must have 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experiences and competencies that provided knowledge of financial National Guard principles and procedures. Must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements; Experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0560-11 position and dependent on the position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position. Physical Demands: The work is primarily sedentary. No special physical effort or physical ability is required. Work Environment: Work is performed in an office setting that is adequately lighted, heated, and ventilated.
Education
If using education to substitute for specialized experience, the applicant must have a completed undergraduate or graduate education. The college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions.
