Summary

This is a National Guard Title 5 Excepted Service Position. This is an Indefinite with Right to Convert to Permanent GS-0308-12 RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT) (TITLE 5), Position Description Number T5553000 and is part of the MO HQ Missouri Air National Guard. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

  • Serves as the subject matter expert and administrator in the development and implementation of policy and program guidance governing knowledge management (KM) initiatives.
  • Provides technical oversight and guidance to senior leadership in support of National Guard Bureau (NGB) and State objectives.
  • Develops the organization’s KM training and certification for Knowledge Management Representatives (KMRs).
  • Develops pilot programs, and metrics for evaluating KM initiatives.
  • Develops a Core Team and recommends appointment of KM representatives to resolve knowledge management issues.
  • Plans and initiates KM meetings.
  • Provides deficiency reports to the commander’s critical information requirements (CCIR) analysis.
  • Develops knowledge maps for the organization’s networks to track knowledge flow.
  • Employs the latest Internet technologies to provide access and the ability to attain effective collaboration across all organizations.
  • Develops training programs for implementation by senior leadership for knowledge management practices using EIS with the purpose of encouraging KM.
  • Maintains a database of all KM activities throughout the organization.
  • Performs other duties as assigned.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience, education or training equivalent to at least the GS 11 grade level that providing experience managing or administering a records and information management program for an organization or major subordinate activity; experience applying records lifecycle requirements, including creation, maintenance, access, storage, retention, transfer, and disposition of official records; experience interpreting and implementing applicable records-management policies, procedures, retention schedules, and disposition authorities; and experience conducting records inventories, compliance assessments, program evaluations, or internal reviews and recommending corrective actions. This specialized experience must also include developing and delivering records-management training, guidance, or standard operating procedures and experience administering or supporting electronic records-management processes and systems.
