Contract Specialist

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Contract Specialist position is with the U.S. Army Corps of Engineer District, Contracting Division, with a duty station locations of Little Rock, AK and Galveston, TX and Fort Worth, TX. *NOTE* See "Additional Information" section regarding incentives.

Duties

• Serve as contract specialist responsible for pre-award and post-award actions, including price/cost analysis, negotiation, and administration for services, construction, supply and Architect-Engineer (A-E) requirement.
• Review request for the procurement of specialized or complex items and equipment, extensive technical services, and/or unique construction.
• Analyze the requirement, recommend revision to the statement of work or specification as necessary.
• Prepare justification, approval, acquisition plan and other required clearance.
• Prepare solicitation/amendment document incorporating provision such as cost accounting standard, cost or pricing data, special testing requirement, Government-furnished property, and payment provision as required.
• Serves as contracting negotiator and function as the team leader during contractual negotiation.
• Advise the Contracting Officer and other Government personnel on the contractor compliance with contract requirement and recommend alternatives available for effecting corrective action.

Basic Requirement for the 1102 series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. n addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes:1) Performing pre-award and post award functions including price cost/ analysis and negotiations. AND 2) Modifying existing contracts. AND 3) Preparing or issuing solicitation documents for service and/or construction projects. This definition of specialized experience is typical of work performed at the GS-11 position. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
