Summary

You will serve as a Procurement Analyst of CNSSC OPERATIONAL SUPPORT FIELD.

Duties

  • You will collaborate with DON acquisition workforce to further the use of Category Management contract solutions by improving market research techniques and knowledge.
  • You will interpret contract award data to make recommendations to Heads if Contracting Activities to further the use of strategic Category Management solutions to realize better buying power.
  • You will answer, research, and provide advisement to questions relating to various acquisition or CM inquiries received from DASN (P), Heads of Contracting Activities (HCAs) or other acquisition workforce stakeholders.
  • You will develop a process to effectively manage the contracts tier designation resubmittal as it directly relates to DON continuing to meet their annual metrics.
  • You will provide training or education to the acquisition workforce on Category Management tools, Contractual Services, or market research practices.
  • You will explain Category Management practices and principles, strategies in educational/training events or workshops, discussions with customers, or Federal/DOD activities.
  • You will interpret and apply Contract Policy and Instructions, specifically M-19-13, DODI 5000.74 and SECNAVINST 5000.2G.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing an Expert knowledge of methods of contracting and data analysis applicable to the acquisition of supplies, and services to propose or revise policies and provide expert advice and training to promote Category Management. Examples of specialized experience include the following: 1) Explaining Category Management practices and principles, strategies in educational/training events or workshops, discussions with customers, or Federal and DOD activities; 2) Analyzing and interpreting contract award data to make recommendations to HCAs to further the use of tiered contract solutions that meet the needs of their requirements, provide expertise in the ordering procedures in utilizing tiered contract solutions or advise and present innovative acquisition strategies to consolidate requirements resulting in a strategic vehicle with better buying power; 3) Evaluating, improving or developing processes to for the efficiency of the acquisition process with market research tools, acquisition templates, contracting handbook guidelines or any other innovative best practice, and communicate via working groups, training events, or any other communication avenue to further the application of CM practices.. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
