Supervisory General Engineer

Summary

The Facilities Engineering Branch provides comprehensive architectural and engineering support services to FAA and other government organizations at the Technical Center. The Branch is responsible for oversight of all facility project implementation activities, including vendor coordination, construction management, and customer coordination.

Duties

• The Branch implements Technical Center Order, Construction and Facility Modification Authorization Program, NG 4443.1C and Master Planning and Site Selection Order, NG 5310.1. The Section Manager Engineer in the ANG-E342 Section plays a vital role in overseeing and managing engineering and construction efforts to sustain and modernize the Technical Center. They are accountable for ensuring the efficient execution of construction programs and engineering work that aligns with established policies, standards, and priorities while meeting the diverse needs of the campus stakeholders. Specific duties include: Supervising and directing the work of subordinate employees across multiple engineering disciplines to ensure timely and quality completion of projects. Managing capital improvement projects, infrastructure upgrades, and utility-related contracts while maintaining compliance with environmental regulations and policies. Overseeing the development and maintenance of operating standards for services provided by the organization, tracking performance metrics, and ensuring adherence to parameters set by those standards. Coordinating and collaborating with other organizations within the campus, including the FAA, Homeland Security, Coast Guard, and others, to ensure engineering services align with their needs. Participating in cross-organizational planning efforts and contributing to long-term strategic goals concerning campus infrastructure and technical programs. Reviewing and approving all necessary correspondence, reports, permits, contracts, and agreements tied to engineering and construction responsibilities. Providing leadership, guidance, and support to managers and employees to address and resolve operational challenges, consulting higher-level management as needed for complex issues or atypical situations. Through these responsibilities, the Section Manager Engineer ensures the continued success of the Center's infrastructure and operational initiatives while advancing modernization efforts in line with organizational missions. Typically directs the work of subordinate employees at the organizational unit level. Work usually includes routine project/program tasks based on established policies, procedures, and guidelines. Managerial duties typically affect employees in one organizational unit and include: setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning process and projects short-term future needs. Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes. Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational unit's internal and external customers.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes: Experienced in overseeing the design, construction, and expansion of major building and structural projects, including mechanical and electrical systems like HVAC, fire alarms, and power distribution. Skilled in managing utility delivery systems (gas, water, electric), facility master planning, project management, and Capital Investment Programs.
