Summary

This position is located in the Division of Budget Execution of the Office of Finance and Accounting, Indian Health Services. Reports to IHS Headquarters. The official duty station is Rockville, Maryland. However, an alternate duty station may be negotiated if it is closer to another Indian Health Service Area Office or field location, subject to agency approval. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Duties

  • Provide staff assistance to the Director of the Division of Budget Execution in the accomplishment of recurring and special assignments. These assignments cover a wide variety or actions designed to maintain effective fiscal and accounting control commensurate with agency and departmental requirements. Develops, recommends and/or proposes revisions in procedures for better financial management and to improve greater efficiency of operations of the Headquarters accounts. Responsible for the preparation of Fiscal year end closing reports and determining the necessary adjustments required for closing out the subsidiary and general ledger of the Headquarters accounts. Ensure the prescribed reconciliation of supporting document file with monthly reports of open account balances for all current and prior year fund accounts is accomplished in order to assure timeliness and accurate recording of accounting data or the preparation and submission of reports. Applies generally accepted accounting principles to the analysis and maintenance of manual and automated accounting system ledger accounts that reflects fund status of the Headquarters accounts. Perform analysis of proposed programs and budgetary changes that affect the accounting of Headquarters operations. Periodically conducts reviews to assure validity of accounting actions, by referring to source documents, subsidiary ledgers or both, to determine that the accounting action taken accurately reflects the proper transaction. Directs the operation and maintenance of the Accounts Receivable covering earning and reimbursements for Headquarters and for the Medicare/Medicaid account. Computes estimates or predicts the effect of proposed changes in the operation programs on operational income, expenditure, etc.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience applying financial management, fiscal, and accounting theories, concepts, principles, and procedures, including generally accepted accounting principles and standards, to analyze, maintain, and reconcile automated and manual accounting system ledger accounts. Experience preparing and analyzing budget execution documents such as apportionments, reapportionments, allotments, and allowances. Experience developing reports and projections to support management planning and decision-making. Interpreting and applying Federal laws, regulations, and guidance, such as OMB Circulars, Treasury regulations, GAO principles and standards, HHS, and agency financial management policy. Experience utilizing software and system applications to prepare and maintain financial data and accounting transactions and maintain obligations, disbursements, collections/deposit, adjustments for fund certifications and appropriation mandates. Reviewing and evaluating automated and/or manual accounting and financial management systems and recommending revisions to procedures to improve efficiency and internal controls, as well as providing technical accounting or budget execution advice to program officials, field or area offices, or other stakeholders, and resolving discrepancies involving accounting data, fund balances, or reimbursements. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
