Program Analyst

Summary

This position is located in the Office of the Inspector General (DoW OIG), Office of the Deputy Inspector General for Overseas Contingency Operations (ODIG OCO). The incumbent serves as a Program Analyst, responsible for review of significant areas of DoW operations.

Duties

• Responsible and accountable for planning, coordinating, and executing all activities for the production of an assigned report presented to the public and submitted to Congress.
• Exercises independent judgment and applies exceptional executive managerial skills in the direction, oversight, and decision-making for the entire life cycle of the report production process.
• Serves as a subject matter expert with expertise to formulate, draft, merge ideas, concepts, and materials to write/edit reports in which there is broad latitude to independently recommend or determine topics and sources of information for reports.
• Serves as an OIG representative responsible for representing OIG interests to senior members of the DoD and Military Departments and other Federal Offices engaged in the military, diplomatic, and humanitarian components of an overseas operation.
• Acts as team leader on assigned projects; provides instructions to team members, assigns work, provides training and reviews work products, ensuring responsive results and adherence to established goals and time frames.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Being responsible for projects, evaluations, or studies in widely varying oversight programs as it relates to Federal sector missions; conducting or leading teams in comprehensive studies, evaluations, and assessments of DoD/USG programs, projects, etc.; providing and receiving briefings and presentations on evaluation plans, findings, and recommendations, gathering information and evaluating on-site operations; and utilizing advanced analytical methods and techniques and organizing and applying broad, comprehensive knowledge of the law, regulations, directives, functional policies, procedures and techniques related to the oversight of overseas contingency operations. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
