Summary
This position is located at Bureau of the Fiscal Service, Enterprise Planning Performance, and Evaluation Division. As a Management and Program Analyst, you will support the Fiscal Service planning and performance process, including devising and developing detailed goals, objectives, strategies and measures for the long- and short-range administration of major Bureau programs.
Duties
- As a Management and Program Analyst, you will: Support Fiscal Service organizational performance management, including measure development and target reviews, data verification and validation, performance reporting, and strategic performance reviews. Provide interpretations of performance reports, statements, and data to identify trends, variances, and forecast data into the future. Collaborate with a variety of offices on the analysis, assessment, and reporting of shared efforts, such as budget justification, risk management, program management, and other performance-related activities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Developing and implementing performance management approaches such as organizational measures, workload indicators, frameworks, or review processes used to assess performance; AND Leading performance management activities such as organizational reviews, reporting efforts, data validation and dashboarding efforts, or performance improvement initiatives; AND Conducting quantitative and qualitative analyses and communicating results through executive-level communication products such as reports, briefings, dashboards, or data visualizations to provide performance management recommendations to senior leaders regarding organizational trends, risks, outcomes, or opportunities for improvement. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
Requirements
All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
