Summary

As a senior Building Management Specialist (Property Manager), you will interact extensively with building tenants to assess their facility and facility-related needs. Location of position: Public Buildings Service (PBS), Office of Facilities Management (PM). The Office of Facilities Management (PM) is responsible for the construction, alteration and maintenance of federal buildings. We are currently filling 14 vacancies, but additional vacancies may be filled as needed.

Duties

  • Directs, performs and coordinates the following program activities: manages building operations, maintenance, repair, alteration, historic preservation, safety, environmental and security in owned and leased buildings assigned. Promotes and monitors efficient occupant space utilization, energy and water conservation, sustainability and environmental hazards programs, and fire and security protection. Develops and promotes positive working relationships with customer agencies and client personnel and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed. Participates and engages in planning and developing operating budgets and all related procedures and activities for assigned facilities. Manages the contracting and leasing administration process as needed on behalf of tenant agencies. May administer various types of contracts and leases. Serves as the Contracting Officer's Technical Representative (COTR).

The GS-13 salary range starts at $106,437 per year. Salary depends on the duty location and associated locality pay. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience managing a multi-level commercial office building (or equivalent non-housing high rise building) consisting of complex building mechanical systems (e.g., building automated systems, centralized HVAC, alarm systems, elevators, etc.). This experience includes: Monitoring occupant space utilization, energy and water conservation, sustainability and environmental hazards programs; Directing and coordinating alteration and renovation projects; Maintaining customer satisfaction programs including feedback mechanisms used to evaluate the effectiveness of services provided; Managing or monitoring real property budgetary and financial data; and, Contract administration and oversight (i.e., janitorial, mechanical, elevator contracts).
