SUPERVISORY CONTRACT SPECIALIST

Summary

You will serve as a Supervisory Contract Specialist in the Category Management Program of CNSSC OPERATIONAL SUPPORT FIELD.

Duties

• You will assist in drafting and awarding contracts as well as assisting in all aspects of the pre-award and post award administration of any contracts retained for administration.
• You will resolve complex acquisition and business problems that will distinguish the incumbent as an acquisition expert with the technical skills, to apply this knowledge to designing and planning new category management assignments
• You will participate in the development and implementation of internal acquisition and contracting policy and procedures required in the award of contractual actions
• You will directly supervise and plan work to be accomplished by all category management branch personnel

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating expert knowledge in federal contracting principles and practices. Specialized experience must include all of the following: 1) Demonstrate experience leading the full acquisition lifecycle for complex, high-dollar-value supplies and services. This includes determining the best value awardee, navigating pre-award functions, issuing task or delivery orders (such as those supporting WEXMAC), ensuring fund availability, and conducting pre/post-award debriefings for unsuccessful offers; 2) Monitor Contracting Officer Representative (COR) feedback, enforcing contractor compliance, resolving severe contract performance problems, initiating past performance evaluations (CPARS), and analyzing or negotiating claims to issue final decisions; 3) Acting as a project lead on major procurements, providing technical guidance and mentorship to junior staff without formal supervisory duties; 4) Actively resolving routine and complex contractor performance issues, and drafting final decisions or modifications for senior PCO review Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions: http://www.secnav.navy.mil/donhr/Documents/CivilianJobs/DoD_Qualification_Standard_For_GS-1102.pdf And the title 10 requirements found here: http://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title10-section1724&num=0&edition=prelim Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
