ENGINEERING TECHNICIAN (ELECTRICAL)

Summary

You will serve as a ENGINEERING TECHINICIAN (ELECTRICAL) in the Facility & Plant Planning Division, Facility & Infrastructure Management Department of Fleet Readiness Center Southeast (FRCSE) of FLTREADCEN SOUTHEAST.

Duties

• You will formulate and present findings, briefings, project papers, status reports, and correspondence to senior engineers, technicians, or team leaders.
• You will provide technical details necessary to support findings, proposals and recommendations.
• You will develop cost estimates and work plans, write comprehensive technical reports and project submissions, communicate effectively in the explanation of findings and recommendations, extend and modify techniques, and develop new approaches.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialist experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: Utilizing project management skills to manage the full lifecycle of facility construction and renovation projects, which includes developing project scopes, writing statements of work, and building cost estimates; Diagnosing chronic equipment failures, manage power system components (like transformers, switchgear, PLCs, and VFDs), and apply predictive and preventive continuous process improvement tools (such as root cause analysis and Lean/Six-Sigma methodologies); Collaborating with multi-disciplinary teams and effectively advise all levels of management and external vendors on technical findings; Implementing the principles, practices, and regulations governing the repair, maintenance, and modification of facility electrical systems and industrial plant equipment; and Monitoring the performance of existing electrical power systems that support industrial plant equipment and processes to optimize reliability and minimize energy consumption. GS-11 Your resume must demonstrate at least one year of specialist experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: Developing innovative methods, approaches and procedures; Evaluating, identifying, and recommending appropriate corrective actions or solutions to resolve complex interrelated problems and issues; Providing engineering assistance on issues/concerns concerning the predictive maintenance program and provide instruction to maintenance mechanics involved in repairs, installation, or testing of critical plant equipment; Identifying plant equipment critical to production throughput, equipment that creates bottlenecks in work flow, and equipment that causes outstanding maintenance expenditures because of unreliability; and Perform analyses and queries applicable databases to identify failure rate of critical plant equipment by component part or serial number, forecast failure rate for maintenance requirements, verify history records, etc. Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/engineering-technical-series-0802/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/).
