Summary
This position is located in the Human Capital, Correspondence and Taskings branch. The incumbent serves as a Program Analyst responsible for managing the Human Capital correspondence process, coordinating office and agency-wide data calls, and tracking action items across multiple functional areas to ensure strategic and operational directives are executed on time.
Duties
- This Program Analyst position is located under Mission Support in the Human Capital Office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes systems, processes and procedures for assigned program area(s). Guidelines and standard operating procedures (SOPs) exist and can be directly applied to the program operations; judgment is used to select which guideline(s) is most appropriate, and when minor deviations may be considered. Situations for which guidelines are not in place or are not applicable are referred to the supervisor for assistance. Applies fundamental methods, principles and practices of qualitative and quantitative analytical and evaluative methods and techniques to identify issues that impact effectiveness and efficiency of program operations. The supervisor provides instruction on assignments including scope, priorities and deadlines; additional direction is given for unusual or unique situations. Work is carried out independently within parameters established by the supervisor, and in compliance with standard TSA operational procedures and practices. The supervisor reviews completed work for accuracy and conformance to procedures. Compiles, tracks, and analyzes moderately complicated statistical and narrative data from a variety of sources to develop multiple regular and recurring reports. Interprets policy guidance and assists managers and employees in understanding how guidance should be applied to programs and operations. Serves as a technical specialist and conducts outreach and liaison activities with stakeholders for assigned program(s). Please note: The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G band) performs the same duties but will receive more guidance and training, and the project or work assignments may be less complex.
Qualifications
In addition to the minimum qualifications described below, you must meet the following education requirements and/or the specialized experience to be considered qualified for the position: To qualify for the SV-G band (equivalent to GS-11), you must have one year of specialized experience at the SV-F band or GS-09 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience monitoring, reviewing and compiling correspondence, data calls and reports related to various program areas. Experience researching and analyzing a variety of information and materials to assist with inquiries from internal senior leadership. Experience assisting subject matter experts in the development of correspondence for high-level officials. OR In lieu of experience, you must possess the education requirement for this band level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of education and experience. To qualify for the SV-H band (equivalent to GS-12), you must have one year of specialized experience at the SV-G band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience providing program and/or project analytical support to senior leadership. Experience coordinating initiatives that require the involvement of multiple offices. Experience preparing written materials (correspondence, talking points, briefing materials, etc.) for review by higher-level officials. To qualify for the SV-I band (equivalent to GS-13), you must have one year of specialized experience at the SV-H band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience providing analytical support, program status updates and briefings to senior leadership. Experience analyzing trends, issues and making recommendations on resolutions to management. Experience preparing written materials (correspondence, talking points, briefing materials, etc.) for signature/approval by higher-level officials. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
Requirements
