Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Construction Contract Administration Section Chief of the Lock and Dam 25 1200' Expansion Mega Project Resident Office.

Duties

  • Provides leadership and oversight for the execution of high-value construction contracts supporting the expansion and modernization of Lock and Dam 25, ensuring contract performance, quality, safety, schedule, and cost objectives are achieved.
  • Serves as Administrative Contract Officer (ACO) and Authorized Representative of the Contracting Officer, delegated authority for contract administration, construction oversight, payments, modifications, submittals, and resolution of contract issues.
  • Supervises and provides technical directions to a multidisciplinary team of Project Engineers, Engineering Technicians, and other construction personnel responsible for administration and oversight of the Mega Project.
  • Reviews contractor submittals, schedules, shop drawings, design submittals, RFIs, work plans, quality control documentation, testing results, certifications, and other contract-required documentation to ensure timely Government review and compliance.
  • Evaluates contractor requests for design changes, substitutions, deviations, value engineering proposals, and alternative means and methods, coordinating with engineering, operations, safety, environmental, and other disciplines to determine impact.
  • Generates documents concerning contract interpretation, payment, schedule, quality, nonconforming work, submittals, changes, and other contract administration matters, elevating issues requiring Contracting Officer or higher-level decisions.
  • Evaluates contractor schedule performance and recovery plans for complex construction activities, including impacts to lock closures, navigation, seasonal river conditions, major concrete operations, and coordination between concurrent contracts.
  • Reviews and recommends approval of contractor progress payments, modifications, equitable adjustments, claims, time extensions, and other contractual actions.
  • Ensures contract administration activities are properly documented and maintained to support contract compliance, Government decision-making, payment, modifications, claims resolution, audits, and successful completion of the project.

Basic Qualifications for Engineering Positions: Civil Engineer, Environmental Engineer, Mechanical Engineer, Electrical Engineer Basic Qualifications for Architect In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for NH-03: Specialized Experience: One year of specialized experience which includes providing technical oversight on construction, environmental, and/or civil works projects such as interpreting plans and specifications, inspection of construction operations, providing technical review of construction submittals, or making decisions of a contractual or technical nature; and supervision, leadership, or working with and/or directing teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
