The primary purpose of this position is: To serve as a first level supervisor and assist the Child Development Center Director in the supervision of the day-to-day operation of a Child Development Center. Assists with the supervision of the Child Development Center to provide specialized developmental childcare and instruction for children ages 6 weeks to 5 years of age.
Duties
- Responsible for technical program oversight of the lower graded assistants, lead program assistants,andtechnicians providing them mentoring, training and instruction. Exercises supervisory personnel management responsibilities. Ensures a safe, healthy and nurturing environment for all children. Provides direction and assistance to parents in regard to the child development programs. Responsible for program oversight in the administration of the United States Department ofAgriculture(USDA) nutrition food program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts. OR Combination of education and experience - Courses equivalent to a major in child development or early childhood education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in child or development or early childhood education. NOTE: You MUST submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing complex childcare assignments and resolved critical operational issues using advanced child development procedures; adapting OSD-approved curricula to target the physical, intellectual, social, and emotional development of each child; enforcing strict safety protocols for daily intake, accountability, injury prevention, and mandatory abuse reporting; assessing childcare applicants and providers against established qualification and suitability criteria; promoting the program to parents, providers, and military officials through targeted outreach and educational briefings; analyzing program data to author compliance reports and deliver clear briefings to diverse audiences. OR EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of progressively higher-level graduate education and experience may be used to satisfy the specialized experience requirement for this position if the computed percentage of the education and experience is at least 100%. NOTE: You MUST submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-???????09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management. Knowledge of and the ability to interpret and apply laws and regulations governing childcare to include regulatory requirements, policies and practices. Knowledge of the USDA food program requirements. Skill in communicating factual and procedural information clearly, orally and in writing. Skill in educating, counseling and advising childcare providers and parents; assessing training and children's developmental needs. Ability and skill to lead subordinate employees and foster effective working relationship with other. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
