Summary

The Supervisory Biomedical Equipment Support Specialist within Healthcare Technology Management supports medical equipment management programs, utilizes personnel management authorities, and provides leadership guidance and supervision among assigned employees. Requires application of engineering and mechanical concepts and methodology to provide lifecycle management and technical support of diagnostic, therapeutic devices, monitoring, and other equipment utilized in the practice of medicine.

Duties

  • Major duties to include but not limited to: Oversees, directs, and manages the lifecycle management of the facility's medical equipment and clinical systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Oversees both routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair and calibration of these complex therapeutic, diagnostic and life support medical devices and systems. Utilizes common test equipment including, but not limited to, electrical safety analyzers, oscilloscopes, patient simulators, pulse generators, network analyzers, and multimeters and troubleshoot systems involving their interfaces and connections to information systems either directly or through the facility's hardwired and wireless networks. Collaborates with other departments and service lines, clinical and administrative staff, and executive leadership at the medical center, VISN, and national levels, as needed. Directs work on all aspects of medical equipment and clinical systems support to include technology assessments, acquisition, and implementation; planned and corrective maintenance; upgrades and modifications; and end of life tasks to include decommissioning, data sanitization, and technical evaluation for condition prior to disposal. Establishes and maintains the medical equipment management program and completes annual evaluations of the program's effectiveness. Establishes and monitors metrics, and initiates performance improvement activities. Evaluates subordinate staff's competency to perform the duties and responsibilities for their respective roles. Develops individual and/or departmental training plans that address gaps in staff and departmental competencies/ Completes performance plans for subordinate staff and addresses performance problems and conduct issues in accordance with established labor union agreements, human resources guidance, and policies. Requests and develops recruitment packages to fill/backfill any open or vacant positions. Screens and interviews applicants, conducts reference checks, and selects only qualified candidates. Forecasts and develops departmental budgets utilizing available data. Manages fund control points and ensures all purchases and expenditures are completed in accordance with applicable federal laws. Serves as a Contracting Officer's Representative (COR) level II and keeps appropriate certification levels. Uses knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (6550, Independent Government Cost Estimate (IGCE), etc.) and to oversee vendor work. Collaborates with Logistics and Contracting to procure parts and services; functions as a purchase card holder, as required. Develops documentation to purchase commodities and/or vendor services. Manages, monitors, and evaluates contractor performance and addresses issues or deficiencies. Manages, responds to, and remediates hazard alerts, recall notifications, and incidents concerning medical equipment and clinical systems. Plans, leads, and/or manages projects for medical equipment and clinical systems. This includes but is not limited to pre-implementation planning and coordination with end users, vendors, and other onsite support staff (OIT, Informatics, SPS, etc.) Oversees the facility's medical device protection program. Ensures networked medical equipment and clinical systems are inventoried, tracked, and patched. Serves as a subject matter expert on assigned committees, projects, and workgroups. Documents all work in the Computerized Maintenance Management System (CMMS). Educates staff on the safe operation and user-level maintenance of medical equipment and clinical systems. Implements the HTM Section training program, in-house cross training, and vendor training, to ensure that technicians are kept abreast of the changing technology as effectively as possible within the available resources. Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including but not limited to The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI). Provides guidance and mentorship to expand professional knowledge and enhance technical skillsets. Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes. Perform other related duties as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). Education, Experience, or Certification: Associates or higher degree in the biomedical technology or biomedical engineering field; OR Associates or higher degree in electronics, a field of information technology, or engineering (other than biomedical engineering) AND 1 year of creditable experience; OR Completion of the Department of Defense (DOD) biomedical equipment technician training program; OR Completion of a DOD training program in repair and maintenance of electronic systems or information technology AND 1 year of creditable experience; OR Completion of a biomedical engineering technician or Healthcare Technology Management (HTM) certificate program that included an internship or apprenticeship; OR Completion of biomedical engineering technician or HTM certificate program that did not include an internship AND 1 year of creditable experience; OR Hold or having ever held certification as a Certified Biomedical Equipment Technician (CBET), Certified Radiology Equipment Specialist (CRES), Certified Laboratory Equipment Specialist (CLES), or Certified Healthcare Technology Manager (CHTM). Continuous maintenance of certification is not required throughout VHA employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: Employees in VHA in this occupation, under a permanent, appropriate, and legal placement on the effective date of the qualification standard are considered to have met all qualification requirements for the grade and assignment held including positive education and certification. For employees who do not meet all the basic or assignment-specific requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation, but they may not be promoted beyond the journey level or be newly placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Grade Determinations: GS-12 Experience: Applicants must have at least 1 year of creditable experience equivalent to the next lower grade level (GS-11). -AND- In addition to experience, the candidate must demonstrate all of the following KSAs: Skill in managing workflow by directing the work of others to accomplish program goals and objectives. Skill in developing policies to oversee medical equipment and clinical systems. Skill in managing interpersonal relationships between employees, team leaders, and managers. Ability to analyze data to optimize quality, efficiency, performance, and productivity. Ability to supervise subordinate staff (for example, plan, organize, delegate, direct, control, review activities, and performance). Ability to provide guidance on multiple types of medical equipment and clinical systems. Preferred Experience: Supervisory and management experience, experience completing medical device maintenance and implementations, and experience with networking medical devices.
