Duties

  • The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position: General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. Serves as a senior technical authority responsible for leading and executing complex, Servicewide analytical and evaluative assignments that directly impact taxpayer-facing programs within . The work involves conducting comprehensive analyses of programs central to taxpayer service delivery, compliance, and account resolution, including identity theft detection and prevention, refund integrity, customer correspondence, customer contact operations, taxpayer education initiatives, and systemic account management processes. Independently plans and carries out multifaceted studies to assess program effectiveness, identify systemic weaknesses, and recommend improvements that enhances taxpayer experience, protect revenue, and ensures equitable treatment of taxpayers. Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Experience leading Service-wide analytical and evaluative studies of taxpayer service programs to identify operational issues, assess program effectiveness, and develop recommendations that improve service delivery, compliance, and protection of revenue. Experience analyzing taxpayer service operations, account resolution processes, refund integrity activities, customer correspondence, and digital service channels to identify operational trends, evaluate program performance, and recommend process improvements. Experience interpreting and applying tax laws, Internal Revenue Manual (IRM) provisions, policies, procedures, and regulatory guidance to evaluate the operational impact of legislative or procedural changes on taxpayer service programs. Experience integrating and analyzing data from multiple business processes, including submission processing, compliance activities, customer contact operations, correspondence inventories, and account management functions to support program evaluations and operational decision-making. Experience developing analytical reports, executive briefings, procedural guidance, and recommendations that address taxpayer service issues, support policy implementation, and improve program effectiveness. Experience evaluating operational performance using workload, inventory, accuracy, timeliness, and customer service measures to identify process improvements, support resource allocation, and improve operational efficiency. Experience conducting program evaluations to identify systemic issues, assess operational risks, and recommend corrective actions that improve taxpayer service, strengthen compliance, and ensure consistent application of program requirements. Experience developing and implementing Internal Revenue Manual (IRM) guidance, operating procedures, and policy updates governing taxpayer service operations to promote consistent application of program requirements across organizational components. Experience applying abusive tax avoidance transactions, tax shelter data processing and analysis techniques, or advanced proficiency with analytical software and data management tools to conduct technical research, analyze large and complex datasets, identify compliance trends and emerging risks, develop workload recommendations, and support IRS compliance and enforcement initiatives. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
