The primary purpose of this position is: To serve as IT Specialist (INFOSEC) and Senior Technical LNO for DoD Cyber Crime Center (DC3) providing specialized knowledge, skills and abilities to collaborate and support cyber technical training and collaboration, and build partnerships amongst various DoW and federal agencies within the Southeast region.

Duties

  • Serves as a technical liaison officer to facilitate communication and coordination of cyber requirements and solutions between the law enforcement, counterintelligence and cyber organizations in the southeast region and DC3 leadership with responsibility for collaboratively soliciting, refining, and maximizing commonality in disparate LE/Cl cyber requirements spanning the varied organizations. Serves as senior cyber technical SME representative in supporting areas of advancing Research and Development (R&D), Testing and Evaluation (T & E), and technical curriculums for use throughout DC3 and the Cyber Community. Performs project planning and management. Maintains a continuous liaison with DCIO/MDCO member organizations, Cyber Service Components,federal agencies and international partners to integrate their requirements with DC3 capabilities.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems, which includes: Applying a wide range of Cybersecurity principles and systems analysis concepts/techniques to evaluate risk and vulnerability, implement mitigating improvement, and disseminate IT security tools and procedures; identifying cyber threats; and performing complex analyses and in resolving critical issues involving law enforcement/cyber counterintelligence investigations and/or operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of various computer operating systems to include systems administration. 2. Knowledge of law enforcement/cyber counterintelligence investigations and operations and cyberoperations. 3. Knowledge of digital forensics or the equivalent, chain of custody, working at a crime scene, and testifying in court. 4. Ability to maintain up-to-date awareness of technological advances and predict how management can meet future requirements. 5. Ability to analyze complexities of existing technical capabilities; review, revise, and develop policy; initiate plans for enhancements; and provide management sufficient technical and cost analysis information through written documentation and oral briefings to render informed judgments. 6. Ability to communicate orally and in writing, including providing accurate and timely technical reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
