Summary
As the Chief Risk Officer, you will function as the principal advisor to the SDC for OM and the Comptroller on OCC's enterprise-wide risks and the alignment of the agency's risk profile to its risk appetite. In addition, you will provide executive direction and oversight of all enterprise risk activities to facilitate integrated decision making and an effective risk escalation process through standardized risk assessment methodologies.
Duties
- As the Chief Risk Officer, you will: Apply expert knowledge of bank supervision and the agency's mission and operations as well as an in-depth understanding of the OCC's relationships with the financial industry and other federal financial regulators. Identify emerging examination and supervisory issues and other risks to the agency, develops appropriate courses of action or programs to address the issues. Apply expert knowledge of bank regulation and enterprise risk governance on enterprisewide risk issues and risk management methodologies. Identify and resolve challenging examination and regulatory issues. Represent the OCC in interagency regulatory committees, internal supervisory meetings, external banking industry meetings/panels, international banking organizations, and Congressional staff on examination/supervisory matters and effective risk governance. Provide executive direction and lead the evaluation and monitoring of the agency's enterprise-wide risks relative to its achievement of strategic priorities, goals and objectives. Lead a team in developing and maintaining a robust enterprise risk assessment process. This process crosses all business lines and divisions and leverages existing agency committees and working groups skill sets and decision-making routines to more broadly assess all the enterprise risk categories. The enterprise risk assessment process identifies and prioritizes risks by incorporating an assessment of the likelihood and impact of key risk events considering existing control structures. On a recurrent basis, lead the aggregation, analysis, and reporting on the agency's primary and emerging risks. Conduct a formal reassessment of the risk management process and framework on an annual basis. Lead discussions of enterprise-wide risks with the Comptroller and other executive members in meetings, with Comptroller approval of the enterprise risk framework, appropriateness of risk assessments and mitigation strategies, decisions and responses to high-priority requests in consideration of the agency's risk profile, and the OCC's risk appetite statement. Lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluate training and developmental needs. Assess, evaluate and provide input to performance evaluations. Recommend personnel decisions regarding hiring, promotions, adverse action, etc.
Qualifications
You must meet the following requirements by the closing date of the announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VII band level or GS-15 Grade Level. Examples of specialized experience for this position include: Identifying and analyzing banking policies for a financial institution or the federal banking system. AND Applying bank supervision and enterprise risk governance methodologies to identify potential risk for an organization. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Requirements
This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Travel overnight or locally on an occasional basis. Obtain and use a Government-issued charge card for business-related travel. Successfully complete a background investigation that includes criminal history, financial history (including a credit check) and other information. File an Executive Branch Public Financial Disclosure Report (OGE-278) and an OCC Financial Disclosure Form. Complete a financial disclosure review and resolve any ethics issues.
