Summary
This position serves as the Federal Human Resources Liaison (HRL) for the Pantex Field Office within the Assistant Manager for Business and Contract Management organization. The incumbent functions as the principal advisor to management on human capital programs, workforce planning, staffing strategies, position management, organizational effectiveness, performance management, employee relations, awards, and personnel policy implementation.
Duties
- As a Program Analyst, you will: Serve as the principal Human Resources Liaison and management advisor for workforce planning, staffing, recruitment, organizational structure, position management, and human capital initiatives. Provide advisory services to supervisors and managers on performance management, employee relations, awards, recognition, disciplinary actions, accountability, and personnel administration. Develop, implement, evaluate, and improve human resources policies, procedures, management guidance, and workforce initiatives supporting organizational effectiveness. Coordinate personnel actions with Human Resources organizations and management officials, ensuring timely execution of staffing actions, promotions, organizational changes, and workforce initiatives. Analyze workforce data and organizational requirements to develop recommendations that improve workforce utilization, succession planning, recruitment, retention, and overall organizational effectiveness.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02-GS/12. Specialized experience for this position is defined as: Specialized experience is experience serving as a management analyst or human resources liaison responsible for analyzing, coordinating, implementing, or improving human capital programs. Experience includes advising leadership on workforce planning, staffing, recruitment, organizational structure, position management, performance management, employee relations, awards, policy development, personnel accountability, or related administrative programs. Specialized experience also includes developing recommendations, coordinating with Human Resources organizations, interpreting personnel policies and regulations, or implementing organizational initiatives that improve workforce effectiveness and mission accomplishment. Examples of Specialized Experience: 1. Developing recommendations, coordinating with Human Resources organizations, interpreting personnel policies and regulations, 2. Implementing organizational initiatives that improve workforce effectiveness and mission accomplishment. 3. Experience working closely with hiring managers facilitating personnel recruitments; development and submission of job descriptions; position descriptions, addendums, and classification; maintenance of local personnel files; random drug testing program, making sound recommendations and decisions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
Requirements
