Summary

This position is assigned to Fleet and Family Readiness (FFR); Commander, Navy Region Northwest, Silverdale, WA. Incumbent serves as the Program Manager (Regional Fleet and Family Readiness Program Director). The primary purpose of this position is to provide technical direction, guidance, oversight, and leadership for Quality of Life (QoL) and Quality of Service (QoS) programs for Navy personnel and their families within the geographic area of responsibility (AOR).

Duties

Duties include but are not limited to: Serves as the principal advisor and technical expert to the Regional Commander (REGCOM) and higher Navy authority on significant and critical programmatic and policy matters related to Personnel Support and FFR operations for Navy personnel and their families. Serves as the official FFR spokesperson for the Navy within the regional AOR. Collaborates closely with regional Public Affairs Office to direct public relations initiatives, addressing complex QoL/QoS issues to cultivate community and civilian understanding of Navy objectives. Establishes and maintains high-level liaison with professional, municipal, state, and federal agency representatives. Establishes and directs regional, inter-service frameworks and partnerships to streamline program deliver and ensure a unified military social service response. Chairs regional boards of management and participates in national, regional, and local conferences to ensure consistent regional representation and alignment with Navy claimants and program managers on QoL program operations. Directs the regional execution and oversight of comprehensive Navy QoL/QoS programs including Morale, Welfare and Recreation (MWR); Fleet and Family Support Programs (FFSP); Child and Youth Programs (CYP); and Family and Bachelor Housing. May also include Navy Wounded Warrior (NWW) and Nonappropriated Fund (NAF) Support Services (e.g., human resources, information technology, marketing, facilities, etc). Formulates, interprets, and issues regional policy, standards, and procedures governing FFR programs, ensuring compliance with legislative, Department of War (DoW), Department of the Navy (DON), and CNIC requirements. Establishes short and long-range operational plans, goals, and objectives. Continuously evaluates program performance through periodic reviews of fleet/shore requirements, personnel trends, operations reports, and surveys. Directs and supports systematic program audits, inspections, and investigations to evaluate the technical soundness, safety, and regulatory compliance of operations in the AOR. Orders operational adjustments to mitigate high-level programmatic risks. Directs comprehensive technical, economic, and social analyses to resolve complex or controversial regional issues, reduce costs, and increase quality of programs and services delivered to the fleet. Designs new organizational concepts to maximize and systematically improve operational efficiency. Exercises final regional authority over NAF FFR resources, maintaining strict oversight of execution and fiscal accountability across a multi-million-dollar annual budget. Formulates and issues annual budget and execution guidance for regional QoL programs aligned with CNIC, DON, and DoW funding objectives. Retains final review, modification, and approval authority for all NAF FFR budget submissions from subordinate commands. Mitigates financial risk and corrects operational deficiencies by continually assessing the technical and economic feasibility of operations, proactively modifying budget plans to adapt to geopolitical situations, funding constraints, policy shifts, or changing command objectives. Directs work to be accomplished by a multi-tiered workforce of civilian (NAF and GS) and military personnel. Serves as the first-level supervisor and rating official for key staff which may include one Deputy Director; at least 6, but up to 12 Supervisory Program Analysts/Managers (NF 5 or GS 13-14); and one Administrative Support position (NF-3 or IHA 1-4). Exercises second-level supervision over a diverse operational workforce, which may include Foreign National (FN) employees with various classifications, and serves as the Senior Rating Official (SRO) for activity managers within the AOR. Evaluates subordinate performance, conducts annual performance reviews, and sets clear, measurable performance standards. Exercises full authority for organizational staffing decisions, including selecting candidates for vacancies, directing promotions, and approving reassignments or organizational restructures. Identifies staff training and developmental needs, ensuring personnel receive the necessary technical and professional training to maintain high-quality program delivery. Qualifications

A qualified candidate must possess the following: At least seven years of progressively responsible experience managing multiple Quality of Life (QoL)/Quality of Service (QoS) programs for military service members and their families. A qualified candidate possesses the following: Knowledge of principles, concepts, legislative requirements, and regulations governing military QoL/QoS programs, including MWR, FFSP, CYP, and military housing sufficient to design, evaluate, and modify complex region-wide support systems that directly impact fleet and family readiness, retention, and resilience. Knowledge of and ability to utilize principles, methods, and techniques of business administration and program management. Knowledge of NAF and APF financial management policies, regulations, and budgeting processes sufficient to allocate resources, issue binding budget guidance, and maintain strict execution accountability across a multi-million dollar regional portfolio, ensuring fiscal soundness and audit compliance under shifting fiscal environments. Knowledge of evaluative and analytical processes and methods sufficient to select and apply appropriate evaluation and measurement techniques to measure and evaluate program performance. Knowledge of CNIC and region AOR organizational structure, functions, and mission. Knowledge of QoL/QoS program requirements determination. Knowledge of DoW, DON, and CNIC policy development. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Skill in conducting and directing complex technical, economic, and operational feasibility studies to identify cost-saving initiatives, resolve systemic or controversial program deficiencies, and optimize resource utilization. Skill in and ability to conceptualize, develop, and implement long-range strategic plans, regional policies, and organizational standards. Skill in and ability to communicate effectively, both orally and in writing, with Navy claimants, municipal/state/federal agencies, and civilian and military leadership. Ability to direct multi-location QoL/QoS programs to support force readiness and retention. Ability to develop, apply, and adjust experimental theories and plans to problems which are not responsive to resolution by accepted methods sufficient to attain program objectives. Ability to make decisions or recommendations significantly changing, interpreting or developing important FFR services policies or programs. Ability to lead inter-service initiatives, resolve deep-seated programmatic conflicts, and secure formal agreements. Ability to perform the full range of supervisory duties.
