Duties
- Serves as the Combat Power Preservation Branch Head for the Marine Corps Total Fitness (MCTF) Directorate, Marine and Family Programs Division. Serves as one of four principal advisors to the Deputy Director, Total Fitness Directorate on executive level strategic planning for prevention, policies, reporting and accountability. Develops, monitors and implements guidance to assist with the operation of aspects related to prevention, such as; Suicide Prevention Capability (SPC), Operational Stress Control and Readiness (OSCAR), Embedded Preventive Integrated Capability (EPIC) and other prevention activities that contribute to the education and prevention of harmful behaviors across the Marine Corps. Provides expert guidance requiring professional knowledge of psychological/social work principles, theories, and methods and methodologies to behaviorally related problems and situations. Management Serves as a recognized subject matter expert on strategic planning of organizational goals related to the development, monitoring and advancing of prevention programs. Develops operational guidelines for the full range of actions and standards for prevention programs within their area of responsibility. Provides continuity and coordination expertise for prevention policies affecting personnel readiness policies (in coordination and collaboration with MCTF Operations Policy Specialist). Recommends adjustments to policies, programs, and projects to improve operations and efficiencies. Identifies problems, provides advice, guidance, options and recommended courses of action to improve programming and to achieve goals. Approves responses to Congressional inquiries, taskers, reports, field guidance and letters for soundness and consistency with law and policy. Organizes and defines Branch goals and functions, sets priorities, and determines and allocates resources where applicable. Implements quality assurance processes and compliance. As a key member of the leadership team, represents the MF Division as a subject matter expert on prevention, operations and strategic planning and integration, and on various Department of War (DoW)-wide/level committees, working groups and process action teams. Provides, expert presentations and briefings on all aspects of MCTF. Participates in phased milestone and final program reviews. Identifies program documentation requirements or procedures. Promotes and maintains communication and working relationships with federal, state and local government agencies. May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May travel to complete work assignments. Supervises full performance level NAF directly and GS employees and Marine personnel indirectly to include assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees, approving and disapproving leave, recommending and completing personnel actions and performance reviews; recommending and administering discipline and incentive awards, approving timecards, training employees. May assist with human capital strategic plans, succession management initiatives and civilian leader development. Analysis and Evaluation Exercises seasoned and analytical ability, judgment, and discretion and applies a thorough knowledge of prevention to continuously analyze outcome accuracy. In coordination with the Data Management team, analyzes data to evaluate results and trends to improve and identify the most effective approaches for prevention and intervention in areas of responsibility. Responds to audit requests for information to brief executive level personnel on programs Marine Corps wide. Assesses the effectiveness of initiatives and recommends standards and procedures for the management and direction of prevention development and formulating policies for new areas or emerging issues. Analyzes, reviews, and coordinates pertinent prevention initiatives to provide information and data to the MCTF Deputy Director. Analyzes and evaluates programs to ensure cost effectiveness and efficiency. Reviews, monitors, and analyzes system factors related to effectiveness such as facilities, command support, personnel and resource availability. Budgeting Works with MCTF Operations team subject matter expert on the formulation of the operating budget for the program (each fiscal year). Establishes proactive controls based off OPS SME guidance to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports and forecast budgets for execution and short- and long-range plans. Compares current and historical data to determine trends and anticipate future requirements. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
Qualifications
A minimum of five years of progressively responsible experience and demonstrated expertise in prevention initiatives is required at HQMC level and throughout Marine Corps Commands. Relevant education may be substituted for experience. Skill to independently oversee day-to-day operation of an ongoing program of large scope and/or involving significant difficulty and responsibility that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded. Knowledge of social services work, counseling services, psychosocial principles and theories, and group dynamics of military and individual systems to include knowledge of the dynamics of sexual assault trauma, suicide prevention, and operational stress control and readiness (OSCAR). Comprehensive knowledge of the laws, policies, regulations, precedent-setting situations and overall Marine Corps goals and objectives pertaining to prevention programs. Ability to express self orally and in writing in a highly professional manner, sufficient to prepare and conduct briefings to an audience of high-ranking military and civilian dignitaries, to meet and work with diversified groups, individuals and organizations, and to compose written reports and material clearly, concisely and effectively.
