Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies through STRL Mission Support direct hire authority. Applications will not be accepted through this flyer. Duties

  • You will work in a Department of Defense contract writing system.
  • You will prepare Statements of Work and/or Performance Work Statements for Department of Defense contracts.
  • You will read and interpret Federal regulations, guidance and policies while working for a Federal agency.
  • You will prepare for negotiations / discussions / awards by reviewing audit and technical reports, performing cost and/or price analysis (or reviewing price analysts reports), and developing pre-negotiation positions.
  • You will negotiate terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offer or to establish a fair and reasonable price.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.

Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the DA-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Negotiates and administers contracts between the government and contractors - from receipt of requirement through physical and financial completion. 2. Reviews purchase requests for technical and administrative adequacy. 3. Obtains legal and technical advice when necessary. 4. Independently analyzes contractor offers; performs cost and price analysis; conducts negotiations; and processes award. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

A 4-year course of study leading to a bachelor's degree with a major in any field; At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts are required to confirm education requirements.
