Telecommunications Manager

Summary

This position acts as manager of the communications center which is located in the San Francisco Field Office Dispatch Operations Center of the United States Park Police. The Dispatch Operations Center operates 24-hours a day/ 7 days a week and serves as a Public Safety Answering Point (PSAP) and 911 Emergency Call Center. Incumbent is responsible for efficient management of the communications center. This announcement will have an applicant limit of 150 applicants.

Duties

• The Major duties of the Telecommunications Manager include, but are not limited to, the following: Managing, coordinating, and administrating operations of a communications center Direct supervision of public safety dispatch supervisors and public safety dispatchers Preparing the annual division budget Establishing performance standards Reviewing work performed and taking necessary corrective actions. Participates in regional and national public safety communication organizations and initiatives Recruitment and hiring of subordinate positions (Dispatch Supervisor and Dispatcher)

Individual Occupational Requirements - Basic Requirements for the Telecommunications Manager GS-0391-12 position: Undergraduate or Graduate Education: Major study -- An undergraduate (or graduate) education equivalent to a bachelor's degree with major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must include transcripts OR-Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR-Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND- To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: Overseeing subordinates performing tasks, Operating emergency dispatch systems, Establishing policies and procedures, AND Interviewing and hiring new employees. You must include hours per week worked. There is no substitution of education for experience at the grade level of this announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
