Summary

This position is located in the Office of the Director (OD), and reporting to the Director of Headquarters Operations, Indian Health Service, Rockville, MD. The incumbent serves as the Executive Officer to, and shares management responsibility with, the Deputy Director for Management Operations. Serves as the principal advisor on administrative and management functions, activities and concerns. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Duties

  • Manages the administrative demands and decisions within the Office of Director (OD), relative to the administration, personnel, and fiscal functions of the Office. Represents the Director of Headquarters Operations (DHO) and the IHS to Indian tribes, congressional staff, private individuals and organizations. Directly oversees the overall administrative effectiveness, utilizing methods and processes to improve the administrative and management effectiveness of the Office of Director. Directly manages the Office of Director budget and supervises OD input to external authorities. Serves as an alternate member to the Staff of the DHO, IHS, participating in formulating overall IHS plans and program objectives. Provides guidance to IHS Headquarters and Area Offices, which execute the IRS and OD management responsibilities in the field. Conducts operational analysis of ongoing programs in the areas of administration and management in order to identify methods for improving services and creating a more efficient operation. Appoints and/or leads special task forces or work groups to develop recommendations to meet administration and management needs. Participates in developing and implementing new organization changes concerning administration and management and serves as an analyst for resolving problems. Reviews and continuously evaluates the fiscal, personnel and administrative processes and results achieved by the Staff offices. Personally, engages and guides others in the establishment and maintenance of, in cooperation with, and the understanding of a wide variety of groups and organizations. As Delegations and Directives Control Officer for OD, reviews program plans, delegations and directives as submitted by the program staff to assess appropriateness and consistency with recognized fiscal, personnel, and administrative standards. Participates in the IHS legislative process concerning finance, personnel and policy issues. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in providing senior-level administrative and management advisory services involving budget/fiscal management, human resources, organizational management, and administrative operations. Experience analyzing complex administrative and organizational issues and recommending improvements to policies, processes, management controls, and program operations. Experience developing or implementing strategic and long-range management initiatives and coordinating resources and priorities across multiple organizational components. Experience interpreting and applying Federal laws, regulations, policies, directives, and delegations and advising senior leadership on complex administrative and management matters. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
