BUDGET ANALYST (TITLE 32)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D100800 and is part of the IL DOL, National Guard.

Duties

• As a BUDGET ANALYST (TITLE 32), GS-0560-9, you will serve as the analyst and consultant for the management and administration of budget programs within the directorate/division. Major Duties - This is NOT an all-inclusive list: Serves as the functional point of contact for day-to-day budget/financial issues. Works with Major Subordinate Commands (MSC) and budget office counterparts to obtain, monitor, and track organization's funds. Works closely with supervisors/ managers and/or project managers in utilization of resources, resolving problems, and determining funding/resource requirements. Compiles findings and makes recommendations for development and implementation of procedures for financial management and budgeting functions in support of organizational programs/activities. Performs budget formulation work involving review and preparation of budget estimates and financial plans. Reviews and analyzes budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions. Researches, consolidates, and summarizes budgetary data from source documents, automated budgetary systems, accounting records, and reports for use in preparing budget estimates and annual financial plans. Interprets source information and properly applies it to the budget. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans. Compares obligations and expenditures and identifies conditions over or under obligation of funds. Prepares and conducts reprogramming and adjustments of funding to cover short falls, unanticipated expenses, and/or unexpected emergencies, identifying and referring to higher level officials reprogramming actions which require prior approval.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will be all U.S. Citizens. Military Grades: Enlisted/Warrant Officer/Officer - E3-E7, WO1-CW2, O1-O3 GENERAL EXPERIENCE: MUST possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; ability to plan and organize work; competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1-year of specialized experience, education, or training equivalent to at least the next lower grade level; experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedure; a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Requirements

This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear a military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Education
