Community Planner / Floodplain Management Specialist (Compliance) / Ecologist (Endangered Species)

Summary

The ideal candidate for this position will have experience implementing compliance programs such as the National Flood Insurance Program (NFIP) and environmental laws such as the Endangered Species Act (ESA) or National Environmental Policy Act (NEPA).

Duties

• What will I do in this position if hired? This position is located in the FEMA Region 9 Mitigation Division, Floodplain Management & Insurance Branch and will serve as a senior-level analyst supporting FEMA's implementation of the National Flood Insurance Program (NFIP) and compliance with the Endangered Species Act (ESA). Duties and responsibilities include: - Evaluating community floodplain management programs for compliance with NFIP regulations, specifically to include ESA compliance requirements. - Serving as the regional subject matter expert on ESA compliance considerations when implementing the NFIP. - Providing technical assistance and training to state, local, tribal, and territorial governments on requirements and best practices for incorporating species and habitat protection considerations into local floodplain management programs. - Developing templates, tools, and resources for use by local floodplain administrators. - Leading complex projects with multiple stakeholders with the goal of establishing effective working relationships and achieving mutually agreed-upon outcomes. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

Community Planning Series 0020 Individual Occupational Requirements Basic Requirements Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. General Natural Resources Management and Biological Sciences Series 0401 Individual Occupational Requirements Basic Requirements Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Ecology Series 0408 Individual Occupational Requirements Basic Requirements Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. The position has a positive education requirement. Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: 1) Interpreting legislation, regulations, policies, or guidance and applying to local, state, tribal, or territorial compliance programs; and, 2) Providing training or technical assistance on compliance programs such as the Endangered Species Act or the National Flood Insurance Program; and 3) Applying the policies and principles pertaining to local land use or development regulations sufficient to provide advice and guidance to stakeholders; OR 4) Serving as a technical lead of a project team for highly complex and controversial environmental compliance projects.
