Summary
This position is located in the Department of Veterans Affairs (VA), Office of Management (OM), NCA Field Financial Service (NCA FFS), contributing to the development, implementation, and maintenance of complex, integrated financial systems that support effective management control across NCA field operations in the United States and Puerto Rico.
Duties
- Major Duties: Demonstrates expertise assisting in policy development aligned to requirements prescribed by higher authority. Liaises with VA/NCA staff to develop internal NCA FFS materials; analyzes and evaluates the effectiveness of NCA FFS programs against strategic and performance goals. Coordinates with NCA District Offices to develop the annual Operating Budget Plan (OBP); analyzes Status-of-Funds reporting, identifies root causes of variances, and recommends adjustments. Executes special projects, studies, or working groups to improve financial management systems; investigates complex financial discrepancies and recommends program improvements. Maintains professional contacts to remain current on financial accounting practices and revises NCA FFS programs as needed. Directs and promotes effective use of advanced techniques in financial accounting/management. Contributes to OBP strategy development across NCA and supports district-level execution. Work Schedule: M-F, 8:00-4:30pm Compressed/Flexible: Available Telework: Yes-as determined by agency policy. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. f the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience: Developing and executing operating budget plans supporting field organizations; Coordinating budget formulation and execution requirements across multiple district, regional, or field offices; Analyzing status-of-funds and expenditure data to identify variances, develop projections, and recommend corrective actions; Interpreting and applying Federal and agency financial policies governing integrated budget and accounting operations; Evaluating internal controls, audit readiness, and financial management processes; and Providing authoritative technical guidance to management and field officials regarding complex financial management issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. To be found well qualified for the GS-13 Financial Program Administrator within the Office of Management candidates must demonstrate: Comprehensive knowledge of Federal financial management principles, laws, regulations, policies, and procedures related to budgeting, accounting, financial reporting, and internal controls. Skill in analyzing complex financial data, including status-of-funds and expenditure information, to identify trends, variances, discrepancies, and root causes and recommend appropriate corrective actions. Skill in developing financial projections, evaluating budget execution, and providing recommendations to ensure effective use of resources and alignment with organizational priorities. Ability to evaluate accounting processes, financial management systems, and internal controls to identify weaknesses and recommend improvements that strengthen financial operations, data integrity, and audit readiness. Ability to conduct complex financial studies, analyses, or special projects and develop recommendations for improving financial management programs, processes, or systems. Ability to provide authoritative technical advice and guidance to management and other stakeholders on complex financial management matters and effectively communicate and defend financial analyses and recommendations.
