Duties

  • Duties : Represents the 42 ECS commander and is the primary point of contact for all COMPASS CALL simulator functions and activities. Subject Matter Expert for technical issues at source selections, engineering design reviews, program management reviews, and all other test, logistics, or technical interchange meetings for acquisition, modification, and support of COMPASS CALL authorized training devices (ATD). Provides initial and continuation training as a certified instructor in the COMPASS CALL ATDs and/or in the classroom environment. Attends applicable periodic command conferences concerning ATD instruction.

Qualifications

Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of specialized subject matter or program areas for the operations, products, services, needs, and goals of programs and other organizations serviced to develop original designs, concepts, or visual styles in a joint training environment, exhibits, or presentation materials that present the ideas or image desired by the organization, that are used in simulation training environment, or that reduce the cost of production, installation, or maintenance of the visual product. Extensive knowledge of principles, practices, methods, and techniques associated with the development and production of original graphics and visual information programs. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout ACC, the organizational goals of 42 ECS, and the relationships of administrative support activities including contract development, oversight, QA, facility planning, budget planning, security management, and technical development critical to the EA-37B simulator functions and activities. Knowledge is applied in conducting studies, analyzing findings and making recommendations on substantive operating programs required to develop and support 42 ECS consistent with AF, DOD, and Combatant Commander's electronic warfare needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill to apply established instructional methods, processes, procedures and related technology for the development of course materials, instructional methods and techniques. Knowledge of agency Command program goals and objectives. Understand methods of evaluating effectiveness of planning actions related to actual events and the relationship of various government entities. Be involved in overall program planning, execution of military intelligence operations and related training activities. Skills in conducting comprehensive studies, preparing solutions to resolve substantive problems, issues of effectiveness and efficiency of work operations in a major/combatant command program. Ability to plan, organize and interact effectively with senior analysts and management. Be able to accept and implement recommendations where proposals involve substantial resources and extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing. Have the skills to coordinate complex issues and maintain good working relationships with all associated persons. Ability to instruct certified training courses in a classroom environment. Ability to manage and prioritize training for operational squadrons and FTU to optimize utilization of simulators and facilities. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
