Duties

  • Fosters agencywide preparedness and resilience, enhancing the agency’s ability to safeguard the workforce, sustain essential operations and rapidly recover from disruptions and emergencies while supporting the agency’s mission under all conditions.
  • Responsible for the overall management, accountability and oversight of an agency-wide, integrated continuity and emergency preparedness program.
  • Develops, implements and maintains initiatives and capabilities to strengthen organizational resilience and mission assurance, protecting agency personnel, assets, information and reputation.
  • Ensures compliance with Executive Orders, Presidential Memoranda, Federal directives and agency policy and serves as a senior advisor to executives in the assigned area.
  • Directs, coordinates and oversees continuity of operations and emergency management programs, including development, implementation and evaluation of strategies, policies and procedures for continuity, emergency response and recovery activities.
  • Directs, coordinates and oversees resiliency programs that enhance security of personnel, information, assets and reputation.
  • Detect, deter and mitigate insider threats; prevent workplace violence; ensure safety of employees and the public; and ensure capability to perform mission essential functions during emergencies.
  • Responsible for promoting emergency preparedness by increasing employee awareness of emergency procedures, life safety resources and workplace resilience initiatives.
  • Represents office in meetings, briefings and workgroups with internal and external stakeholders, including law enforcement, legal and oversight entities.
  • Collaborates with security, facilities, safety, first responders, law enforcement and other stakeholders to ensure effective emergency planning, communication and response.

Qualifications

To meet MINIMUM QUALIFICATIONS for this GS-15 Supervisory Emergency Management Specialist position you must demonstrate at least 52 weeks of Specialized Experience. SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-13 OR (if your position is on another federal pay scale OR outside of federal service) by performing duties at a level of responsibility and difficulty equivalent to GS-13 or above. SPECIALIZED EXPERIENCE is work that primarily consists of developing, implementing or evaluating a team or organization's emergency response plans, policies or guidelines. Experience must also include leading or managing a team or project. If you have experience performing this type of work, it must be clearly described in your resume or it cannot be considered. MINIMUM QUALIFICATIONS (Specialized Experience) must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at (or equivalent to) GS-14. Time in grade requirement for applicants with federal status must be met by the closing date of this announcement.
