Summary

This position is located with Bonneville Power Administration, in the OT Internal Business Operations (JI) organization of the Chief Information Office (J). A successful candidate in this position will perform administrative, analytical, and evaluative duties for Operational Technology, focusing on developing employee learning models, enhancing business process management, and establishing an organizational knowledge management framework to support organizational activities.

Duties

  • As a Management and Program Analyst, you will: Perform a variety of work involving applying analytical processes to the planning, design and implementation of new and improved automated information processes to meet the business requirements. Develop strategies and formulate requirements for data management and utilization for the Transmission Technology user community. Serve as a senior technical analyst and expert responsible for the on-going operation and development of an internal financial management function that provides program and project financial guidance and information. Plan and manage the development of multi-year expense and capital spending level estimates and single year budgets for departments and programs. Lead and function as an expert for automated information processes on business process teams. Manage system and process improvement projects in conjunction with business interests and IT serving as a strategic partner between the user community and IT. Guide and participate in the development and implementation of OT service delivery metrics, services, plans and processes, including those related to established business targets and objectives.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as experience 1) evaluating and optimizing business operations, internal processes, or knowledge management models for operational or technical teams; 2) developing multi-year expense spending estimates, managing single-year operational budgets, and performing variance and financial trend analyses; and 3) serving as a liaison between business operations and IT to define functional requirements, implement automated reporting tools, and track key performance metrics. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
