The primary purpose of this position is to serve as the Senior Information System Security Engineer (ISSE) for DAF enterprise-wide SAP technology initiatives including Special Access Programs Information Technology (SAP-IT) Lead Command efforts on behalf of AFMC/CC.

Duties

  • Serves as primary advisor and subject matter expert on secure systems engineering, development, installation configuration, and troubleshooting. Leads, manages, directs, or is responsible for DAF enterprise-wide technology initiatives to include SAP-IT Lead Command efforts on behalf of AFMC/CC. Executes special IT projects dealing with far-reaching technical, budgetary, and policy issues. Leads and/or participates in discussions, meetings, conferences, committees, and special IT projects. Prepares and delivers oral presentations such as briefings of conclusions, training sessions, consultation, and strategy sessions to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in programs/capabilities.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-3, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in serving as a technical advisor for secure systems engineering; applying risk management, secure technical design, and information assurance principles to enterprise secure architecture; leading Special Access Programs (SAP) technology initiatives and strategic implementation; collaborating with senior leaders, program offices, engineers, and mission partners; and integrating cloud and cross-domain solutions into enterprise architectures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: In addition to the Specialized Experience statement listed above, the ideal candidate would have experience in system accreditation, compliance and specialty IT projects dealing with far-reaching technical, budgetary, and policy issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT) and knowledge management (KM) activities. Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial organizational, and administrative factors. Knowledge of DoD financial planning and programming process, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements, integrate activities, and lead teams to meet cyberspace, IT and KM mission requirements throughout the command and in inter-agency environments. Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices and methodology across the Government, private industry, and academia. Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Department of the Air Force, Space Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), serve as senior consultant to agency management officials, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military (General Officer/SES), government, private sector management officials.
