Supervisory Transportation Analyst - Direct Hire (SME)

Summary

The U.S. DOT Volpe Center seeks a Supervisory Transportation Analyst to serve as Chief of the Program Development and Capacity Building Division responsible for developing and implementing transportation policies and programs, providing technical guidance on regulations, policies, strategic planning and coordinating programs and affiliated initiatives and activities. Specific Division information can be found in the DUTIES section below.

Duties

• US DOT Volpe Center's Program Development and Capacity Building Division provides transportation services supporting finance, freight, Intelligent Transportation Systems (ITS), operations, planning, and safety to a wide range of federal, state, regional and local customers in order to improve the efficiency, performance, safety and security of transportation systems. As a Supervisory Transportation Analyst, you will: · Manage the Division's portfolio of projects and staff to deliver highly complex technical products and programs on time and within budget. · Strengthen existing internal and external relationships and build new business opportunities. · Manage programs and projects in accordance with DOT Strategic Plans and project management standards and best industry practices, including developing and managing Inter Agency Agreements (IAA) and ensuring the Division's portfolio of projects meets the high-priority needs of the DOT. · Partner and collaborate with the management team to implement and enhance mission requirements. · Manage the budget and operation of the Division, including supervising, developing and hiring Division staff. The ideal candidate for this position is a senior level professional who functions independently and demonstrates leadership in team environments and/or managing people. The ideal candidate also has strong analytical, strategic planning, and communication skills to advance an organization/agency mission in an entrepreneurial, fee-for-service business environment. Experience in analyzing and providing recommendations for improvement of transportation policy and an ability to meet organizational goals is desirable.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. Individual Occupational Requirement: Experience that demonstrated a knowledge of the transportation functions(s) of the position to be filled (for positions above GS-5). To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience planning and conducting transportation projects/programs (e.g., surface transportation, environmental, community, infrastructure, construction, safety, outreach/marketing, international, transit, maritime, etc.), OR Experience researching, identifying, and/or assessing the impact of transportation project/program investment (e.g. surface transportation, environmental, community, infrastructure construction, safety, outreach/marketing, international, transit, maritime, etc.), emerging transportation technology programs, infrastructure grants/financing, equity assessment, or comparable transportation work involving public policy, AND Experience providing leadership of a project team or organizational office. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
