Duties

• This Deputy Assistant Federal Security Director for Threat Assessment Programs (TAP) position is located at Harry Reid International Airport (LAS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: If you are selected for this position, you will serve as a Deputy Assistant Federal Security Director for Threat Assessment Programs (DAFSD-TAP) for Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will be responsible for managing staff in support of threat assessment programs, which includes Transportation Security Officers certified in Behavior Detection, Transportation Security Specialists - Explosives (TSS-Es), and Explosive Detection Canine Handlers. You will also administer laws, regulations, and policies pertaining to TSA's transportation security program with a focus on the utilization of layered security assets and techniques (e.g., canines, behavior detection, explosives assessment) to mitigate threats. The primary tasks of a DAFSD-TAP include protecting the traveling public by preventing dangerous or deadly objects from being transported on an aircraft or other transportation mode; participating in briefings concerning sensitive information; and communicating with subordinate supervisors and employees regarding any weaknesses in the security screening process and making recommendations for improvements. Duties include, but are not limited to: Exercising authority with managerial responsibility over staff in a 24x7 environment Utilizing risk-based analysis to ensure effective scheduling of operations assets (e.g., Behavior Detection Officers, TSS-Es and Canine Handlers) to mitigate risk. Making recommendations concerning significant internal and external program policy issues affecting the overall organization, such as scheduling, FTE allocation, selections, process control, developing performance criteria, and identifying, distributing, and balancing workload among employees. Working collaboratively with other airport managers and Federal Security Directors as part of tactical and strategic planning process, including the development of deployment plans, investment analyses, capital budgets, and acquisition plans. Providing professional guidance and expertise in monitoring and evaluation existing aviation operations security and related law enforcement programs, and in developing and implementing innovative approaches and long-term improvement to mitigate threats. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Directing day-to-day operations in explosives operations, behavior detection, or canine explosives detection to mitigate threats against aviation and other transportation modes. Managing programs in explosives operations, behavior detection, or canine explosives detection requiring advanced knowledge of policies, processes, and methods used to mitigate program-related threats. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Requirements

You must possess U.S. Citizenship or be a U.S. National. Must pass pre-employment drug screening AND random drug/alcohol testing. You must be able to obtain a Secret Clearance. Selective Service registration is required. Must be proficient in English (e.g., reading, writing, speaking, comprehending). You must have successfully completed a recognized Explosives Ordinance Disposal course such as the Naval School - Explosive Ordinance Disposal (NAVSCOLEOD), the FBI Hazardous Devices School (HDS), or a TSA, Police, or Military Explosives Detection Canine course such as the TSA Explosive Detection Canine Handler (EDCH) course, Canine Management Course (CMC), or the TSA Canine Training Instructor (CTI) course. This position is designated as an Emergency Essential (EE) position. This designation requires the employee to remain in a duty status if an emergency arises. This position is not a law enforcement position; therefore, it is not covered by Law Enforcement Availability Pay (LEAP) or Law Enforcement Retirement. Supervisory/Managerial Trial Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory trial period to continue in this supervisory/managerial position. If you fail to meet the conditions of employment or any other pre-employment requirements, such as missing any of the scheduled appointments, the hiring agency may rescind their tentative offer of employment.
