Duties

  • Participates in the development, review, and implementation of MAJCOM IG policies and procedures. Provides guidance on procedures and processes for processing complaints, FWA disclosures, etc., to Inspectors General (IG) at installations of the command. Conducts investigations of complaints and resulting investigations that cover a diverse range of subjects and allegations in such areas as operations, logistics, personnel, finance, civil engineering, training, and health care, and ranging from simple inquiries to very complex issues that may result in further investigative matters that grown from the orignal complaint. Manages the Freedom of Information Act (FOIA) and Privacy Act (PA) release of IG records. Primary Oversight Authority (POA) Program Analyst. Plans, coordinates and conducts continual evaluations and virtual/on-site inspections under the Air Force Inspection System construct.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing and implementing Major Command (MAJCOM) Inspector General (IG) policies and providing guidance on processing complaints and Fraud, Waste, and Abuse (FWA) disclosures to installation-level personnel. This background also includes conducting complex investigations across operational, support, and medical areas utilizing advanced fact-finding and interviewing techniques. Additionally, expertise includes managing Freedom of Information Act (FOIA) and Privacy Act (PA) releases for IG records, serving as a Primary Oversight Authority (POA) Program Analyst under the Air Force Inspection System, and utilizing office automation tools to analyze data and generate trend reports and briefing materials. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of investigative techniques, principles, and procedures to provide advice and assistance to Installation level IG personnel, and direct, conduct and review investigations of allegation s of fraud, waste, and abuse or other complaints of wrong doing or inappropriate behavior on the part of Federal activities. Knowledge of the Freedom of Information and Privacy Acts. Skill in planning and conducting interviews, fact finding, inquires and investigations. Ability to research, interpret, analyze, and apply regulations, policies, and directives pertaining to the Air Force Complaints Resolution Program. Ability to communicate orally and in writing. Knowledge of AFMC organizations, missions and AFMC/IG business processes. Knowledge of commonly used quality methods and problem solving techniques. Ability using standard MS Office software tools, particularly MS Word, PowerPoint, and Excel, as well as other office automations tools and techniques, to collect, compile and analyze data/information, in order to generate graphical depictions, analysis and trend reports and briefing materials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
