Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
- The primary purpose of this position is: As an Air Reserve Technician (ART) Officer, to serve as the full assistant/deputy to the Senior ART/Maintenance Group Commander. In this capacity, the incumbent of this position shares fully in the duties, responsibilities, and authorities of the Senior ART/Maintenance Group Commander. Provides training to reservists in the accomplishment of the tasks set forth herein. Works with the Senior ART/Maintenance Group Commander in planning, directing, organizing, and coordinating maintenance activities within existing policies and objectives. Responsible with the Senior ART/Maintenance Group Commander in integrating, and executing all aspects of the assigned maintenance activities/programs within cost, schedule, performance and/or system supportability requirements. Makes determinations and decisions regarding equipment repair and overhaul capability which directly affects the mission. Participates with the Senior ART/Maintenance Group Commander in the exercise of supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for subordinate non-supervisory positions directly supervised and recommends and/or approves selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Represents the group or wing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with group commanders, representatives and senior staff at Numbered Air Force, HQ AFRC, gaining MAJCOMs, and Air Staff. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise. Delivers presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the command, with using and supporting commands. Maintains surveillance and ensures effective operation of the maintenance program. Makes periodic and comprehensive assessment of program through a review of performance indicators, productivity goals and accomplishments, deficiency reports, audit findings, etc. Identifies existing or potential productivity problems and discusses with subordinate supervisors.
Qualifications
THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 452 MAINTENANCE GP with the military rank of O-5, AFSC: 020X0. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212. ???????In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes having comprehensive and detailed knowledge of planning, directing, organizing, coordinating maintenance activities and funding of aircraft maintenance functions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive and detailed knowledge of aircraft maintenance functions. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise a highly diverse staff and workforce through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of several organizational segments to meet program requirements and objectives within available resources. 5. Ability to exercise tact and diplomacy in relations with individuals, groups, and unit organizations. 6. Ability to communicate both orally and in writing. Other significant facts pertaining to this position are: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. 2. Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQ AFRC. 3. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. 4. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
