Duties

Learn more about CBP's mission, core values and careers at https://www.cbp.gov/about The Supervisory Physical Scientist serves as the Laboratory Director for a CBP Laboratories and Scientific Services field laboratory, directing scientific, technical, forensic, quality, personnel, budget, and operational activities. The position provides authoritative scientific guidance to laboratory staff, CBP personnel, federal partners, and external stakeholders while overseeing advanced analytical testing, laboratory procedures, accreditation requirements, and strategic resource management. This role directly supports CBP's mission by ensuring scientifically defensible testing and expert analysis that inform frontline operations, enforcement decisions, threat detection, and the integrity of trade and border security activities. This position starts at a salary of $147,945.00 (GS-15, Step 1) to $192,331.00 (GS-15, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Planning, directing, organizing, and managing laboratory operations that address novel and complex issues resulting from chemical and physical scientific tests and investigations on merchandise, seized evidence, and other materials referred to the laboratory. Providing scientific and technical leadership, guidance, and oversight to laboratory staff, CBP personnel, and external stakeholders on advanced analytical methods, laboratory procedures, quality standards, and scientific findings. Serving as the laboratory's primary scientific representative at high-level meetings, technical conferences, and interagency or international forums, providing expert scientific and technical insight to support policy decisions and strategic initiatives. Monitoring and assessing emerging scientific developments, technologies, and methodologies to determine their potential application to CBP mission requirements, including advanced chemical and physical testing, forensic science, and threat detection. Exercising organizational decision-making authority over laboratory resources, personnel, equipment, budget, safety, and quality requirements to ensure operational effectiveness, scientific integrity, and compliance with applicable laboratory accreditation standards.
Qualifications
Basic Requirement: You qualify for this position if you meet the basic requirement listed below and possess the experience or substitution of education, if applicable, as described below: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: education equivalent to one of the majors shown in "A" above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing scientific or laboratory operations, including setting priorities, assigning work, resolving complex technical issues, and ensuring final work products meet established quality, accuracy, and reliability standards. Providing senior-level scientific and technical guidance to laboratory personnel, operational staff, leadership, or external stakeholders on complex testing, analysis, quality control, and interpretation of scientific results. Leading coordination across multiple organizations, partner groups, or external stakeholders to plan, support, and deliver scientific or laboratory services that address high-impact operational, investigative, regulatory, or public safety needs. Developing, justifying, and managing an annual operating budget for a scientific, technical, or laboratory program, including forecasting resource needs, allocating funds, and adjusting resources to meet changing priorities. Evaluating and implementing new scientific methods, technologies, or procedures to improve laboratory capabilities, operational effectiveness, analytical accuracy, or service delivery. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/11/2026. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
